Changes in Reporting for Chapter 74 Postsecondary/Postgraduate Students

As you know, every fall, The Department of Elementary and Secondary Education (DESE) collects the Chapter 74 Vocational Technical Education Postsecondary and Postgraduate Report from districts/schools, per 603 CMR 4.05. (These include the number of postsecondary and postgraduate students participating in Chapter 74 programs in secondary schools.)

In past years, the data collection protocol has not kept pace with other data collection changes that have streamlined processes and allowed for an increase in accountability and an understanding of student outcomes. Starting last fall, we initiated minor changes in this area to reduce complexity and eliminate irrelevant data entry. This fall we are initiating additional changes, which include identifying individual student participation in these programs. We are eager to share those with you early, to allow time for leaders to incorporate these changes into systems and practices.

Reporting for School Year 2019-2020 will include two pieces. Districts are asked to —

  • collect student-level data in the Chapter 74 Vocational Technical Education Postsecondary and Postgraduate Report; and

  • submit the Report to DESE via a new dropbox in the Security Portal (CVTE PostSec PostGrad Data dropbox).

  • Do not email any student-identifiable information.


The Report and Instructions are available on the CVTE Data/Reporting site. These should be complete by November 30, 2019.
