NCLB Title IVB: 21st Century Community Learning Centers (CCLC)

Purpose & Funding

Through 21st Century Community Learning Centers (CCLC) grants, nearly $14.3M will be used during the 2007-2008 school year (Fiscal Year 2008) in 43 districts to support 179 sites. This is the eighth year that the Massachusetts Department of Education has distributed 21st CCLC grants under Title IVB of the 2001 No Child Left Behind Act (NCLB). Grants are awarded on a competitive basis for up to five years. In FY 2009, approximately $16M will be awarded through a combination of competitive and continuation grants (see below for more details).

The purpose of the program is to establish or expand community learning centers that operate during out-of-school hours and provide students with academic enrichment opportunities along with other activities designed to complement the students' regular academic program. Community learning centers may also offer literacy and related educational development to these students' families.

FY09 (2008-2009) Grant Opportunities

  1. Fund Code (FC) 647-B-1: New Sites - Competitive

    Eligible Applicants: School districts, cities and towns, community-based organizations (CBOs), other public or private entities, or a consortium of two or more of such agencies, organizations, or entities. Eligibility criteria also includes primarily serving students in schools with 15% or more low-income families. Current 21st CCLC grantees are also eligible to apply for this grant, as part of the competitive process, provided they meet the eligibility requirements and are applying for funding to expand into new sites.

  2. FC 647-B-2: Exemplary Programs Grant - Competitive

    Eligible Applicants: FY 04 recipients of 21st CCLC grants that have met all grant requirements (FY04-FY08). Program priorities include developing a statewide network of exemplary 21st CCLC programs that will provide peer support, training, and technical assistance, and that will serve as learning labs for new and existing 21st CCLC programs across the Commonwealth. Applicants can only propose to serve sites (or a subset of these) that were funded through the original (FY04) 5-year grant award.

    • RFP due April 4, 2008.

  3. FC 647-A: Continuation Grants

    Eligible Applicants: FY05 + FY08 (B1&B2) grantees who have met all grant requirements.

    • RFP due July 25, 2008 - and will be sent to all eligible applicants.
