How Continuous Progress Is Defined

Persons employed under hardship waivers must demonstrate that they are making continuous progress toward meeting the requirements for licensure in the field in which they are employed in order for additional waivers to be granted.

Where coursework may satisfy an applicant's remaining licensure requirements, the Department generally regards making continuous progress as the completion of at least three of these courses toward remaining requirements within twelve months since the previous waiver was approved.

Where the only requirement remaining to be satisfied is an MTEL test(s), the Educator Licensure office may consider completion of a required MTEL test within twelve months since the previous waiver was approved as making continuous progress. This will be allowed only once and the waiver will not be granted again.

Where both coursework and an MTEL test(s) remain to be satisfied, the completion of coursework and the passing of required test(s) in any combination of three remaining requirements within twelve months since the previous waiver was approved could be considered as making continuous progress.

When an additional waiver has been requested and a waiver has not been granted for the school year previous to the current year then continuous progress had to have occurred within twelve months preceding the date of the current waiver request. For example:

  • A first year waiver for Biology 5-8 was granted to XYZ Public Schools for the 2003 - 2004 school year for John ESE.

  • An additional waiver was applied for by XYZ Public Schools and not granted for Biology 5-8 for the 2004 - 2005 school year for John ESE.

  • XYZ Public Schools applied for another additional waiver for Biology 5-8 on 9/1/2005 for the 2005 - 2006 school year for John ESE.

  • John ESE's continuous progress toward the 2005 - 2006 school year waiver had to have occurred within the twelve months preceding 9/1/2005.
