Title I Support to Specific Underperforming School Districts: Lowell Public Schools Turnaround Practices Documentation Project
Fund Code: 322L

Purpose: The purpose of this non-competitive grant funding opportunity is to support Lowell Public Schools in efforts to engage in documentation of promising turnaround practices with a specific emphasis on instructional coaching. The resulting documentation (filmed video clips with accompanying print documentation, as necessary) shall be used for professional development and information sharing purposes within the school district of Lowell. Through ESE, the resulting documentation will also have the potential to be shared more broadly across the state and potentially beyond.
Priorities: Level 4 district of Lowell with Level 4 Turnaround School that is making promising gains.
Eligibility: Lowell Public Schools is eligible to apply for this non-competitive funding, due to particular strengths in Lowell's instructional coaching model, the district's desire to undertake this project, and the district's success at supporting a Level 4 school showing evidence of progress toward turnaround.
Funding: Funding for the grant will come from federal Title I targeted assistance funds. A total of $40,000 will be awarded, divided into FY13 and FY14 project periods.
Fund Use: Fund use must be consistent with a scope of work and detailed budget to be submitted by Lowell Public Schools and approved by ESE. All procurement, permissions, and logistical work will be the responsibility of Lowell Public Schools and not ESE, and shall follow Lowell Public Schools requirements. All expenditures will be closely reviewed as they relate to appropriate uses for Title I school improvement funds, and shall be directed at spreading lessons learned about promising practices for turnaround across a broad audience.

FY14 portion of grant: July 1 to 8/31/2013
