Quality Full-Day Kindergarten Grant

|Purpose: ||The purpose of this state-funded grant program is to support high quality educational programs for children in full-day kindergarten classrooms by: improving the quality of leadership, curriculum, and classroom environment; providing continuity of curriculum across preschool, kindergarten, and grades one through three; providing professional development opportunities; supporting children in all domains of development; and developing other programmatic components of kindergarten listed below.
These quality improvement strategies are intended to support local implementation of the Department's District Standards and Indicators and Department Priorities.
For the purposes of this grant, full-day kindergarten is defined as a minimum of five instructional hours, for five days/week, for 180-days/school year.
|Priorities: ||The three main priorities of this grant program include the following:
A joint School Readiness and Curriculum Committee may be established provided that a district can demonstrate the ability of the group to accomplish the required tasks and purposes.
- Enhance the quality of inclusive full-day kindergarten classrooms to meet the needs of all children, including children with disabilities and those from diverse cultural, economic, and linguistic backgrounds. The criteria for quality are based on research factors that affect the quality of kindergarten programs, the preK-3 approach, and the National Association for the Education of Young Children (NAEYC) accreditation standards for kindergarten. Maximum kindergarten class sizes of 20-24 children, with 1:10 to 1:12 adult-child ratios, are recommended for this program.
Districts are required to:
- plan, develop, and/or adapt curriculum based on how kindergarten children learn by:
- using the Kindergarten Learning Experiences based on the Massachusetts Curriculum Frameworks;
- becoming familiar with the revised 2011 Curriculum Frameworks in English Language Arts and Literacy and Mathematics;
- improve continuity of curriculum and assessment from preschool through grade three;
- facilitate transitions of children and families between grade levels;
- pursue NAEYC accreditation for full-day kindergarten classrooms or be approved to use an alternative to accreditation;
- support and improve inclusion of children with disabilities in the general education classroom, and support the education of English language learners; and
Districts are strongly encouraged to enhance quality by doing one or more of the following:
- employ instructional aides to decrease adult-child ratios.
- support teachers, instructional aides, and special education staff to work effectively together to develop and implement integrated curriculum and differentiated instruction;
- support and improve family engagement;
- provide effective professional development;
- add materials/supplies to support the curriculum, differentiated instruction, etc.; and
- implement authentic, research-based assessment systems to document children's progress and to plan and evaluate curriculum effectiveness.
- Continue the work of the Early Childhood/Early Elementary Curriculum Committee to:
- develop and implement kindergarten curriculum and ongoing assessment;
- work with the School Readiness Committee to align curriculum and assessment with the Guidelines for Preschool Learning Experiences, the Kindergarten Learning Experiences, and the revised 2011 Massachusetts Curriculum Frameworks in English Language Arts and Literacy and Mathematics; and
- develop ways to strengthen family engagement in the program and curriculum.
- Continue the work of the district-wide School Readiness Committee to plan and oversee this program, address school readiness issues in the district, and establish and maintain linkages and collaboration among public and private preschool and kindergarten programs, Head Start, school committees, the local Early Childhood Council, the Coordinated Family and Community Engagement program (CFCE), after-school and out-of-school-time programs, family support, and other related organizations in the community.

*Please note: As explained in the Additional Information section below, in order to confirm the opening of classrooms included in the districts' FY2013 eligibility, all districts will be required near the start of the school year to complete Attachment F - FY2013 701 Classroom Confirmation Form. This document is not included in the RFP; a hard copy sample form, and a survey link for entering and submitting the information, will be sent to all eligible grantees by mid-August. The survey link will open for submissions starting September 1, 2012 and will close on October 15, 2012. The Department will send a reminder to districts in August and September 2012.
- All districts awarded a Fund Code 701 Quality Full-Day Kindergarten grant in FY2012 are eligible to apply for funding to support all classrooms funded in FY2012 that will continue to be in operation in FY2013. If classrooms are closed or revert to part-time, the FY2013 eligibility amount will be reduced accordingly.*
- All districts that were awarded and received a Fund Code 702 Transition to Full-Day Kindergarten grant in FY2012 are eligible to apply for the FY2013 Fund Code 701 grant for the classrooms that were funded under the Fund Code 702 grant, assuming that the district plans to open the classrooms as full-day kindergarten in FY2013* and follow all Fund Code 701 requirements.
|Funding: ||Initial classroom funding amounts for grant programs are below, but the final eligibility amounts may change (increasing or decreasing), pending the final appropriation in the FY2013 state budget. A list of eligible applicants and initial maximum grant request amounts can be found in Attachment E - FY2013 Eligible Applicants and Maximum Initial Funding Amounts in the Additional Information section below. |
Each FY2012 Fund Code 701 and/or Fund Code 702 grantee may submit a preliminary application for FY2013 funding for up to $5,000 and/or $10,000 per full-day kindergarten classroom, based on the following categories and the district's funding history sent to the district from the Department in June 2012. The applicant should use Attachment A - FY2013 Funding Request Worksheet in the Required Forms section below to calculate the amount to request.
- Classrooms funded at $11,252 in FY2012 that will continue to have a 0.5 Full Time Equivalent (FTE) (or at least the same FTEs for a kindergarten instructional aide in FY2013 as they did in FY2012) may submit a request for up to $10,000 per classroom in FY2013.
- Classrooms funded at $5,626 in FY2012 may submit a request for up to $5,000 per classroom in FY2013.
- Please note: Classrooms funded at the lower amount in FY12 that are eligible for funding at the higher amount due to the availability of at least a 0.5 FTE instructional assistant should be noted on Attachment F: FY2013 Fund Code 701 Classroom Confirmation Form. However, at the time of proposal submission, the classroom eligibility should be calculated at $5,000. If sufficient funds are available to raise the eligibility amounts, the Department will implement an amendment process to increase the grant total for grantees in this situation.
- Multi-age classrooms: Pro-rate the above classroom eligibility amount(s) based on the proportion of kindergarten-age eligible children in the classroom. For example, in a classroom in which 40% of children are kindergarten-age eligible, the district could request up to 40% of the total eligibility amount for that classroom, as long as this amount does not exceed the district's FY2012 funding amount for that class.
- Additional classes: Districts that requested funds for additional non-grant funded classrooms in FY2012 will be alerted if funds are available for those classes in FY2013.
Please also note:
The Department will be in communication with districts regarding any likely or decided upon changes for FY2014, all of which would be pending appropriation in the FY2014 state budget.
- Grantees with classrooms supported through the grant in FY2012 that the district already knows will be closed or reverted to part-time in FY2013 will have their FY2013 allocation amount reduced proportionally. Please email firstname.lastname@example.org if the district is in this situation, and the Department will send a revised and reduced total amount for which the district is eligible.
- The Department is in the process of considering possible funding structure changes for FY2014 in line with the priorities noted in the FY2012 Transition to Full-Day Kindergarten Grant (FC702). The following variables were included in that grant and will be considered as part of the potential restructuring that would place a higher funding priority on districts with the following elements:
- lower Composite Performance Index/Progress and Performance Index (CPI/PPI) data related to the 3rd grade MCAS assessments in English Language Arts and Mathematics;
- higher percentage of low-income students; and
- higher percentages of students who are English language learners.
|Fund Use: ||Funds may be used for salaries and stipends; substitutes; professional development; partial tuition for college courses for instructional aides; teacher mentors, coaches, or other technical assistance; consultants and specialists (e.g., music, art, inclusion, etc. not already supported by the district or required by children's Individualized Education Programs (IEPs); implementation of the MA Kindergarten Entry Assessment (MKEA) plans, and activities and supplies related to grant priorities, including accreditation and the approved alternatives to accreditation systems. Adaptive equipment or special education services required by IEPs may not be funded. Grant funds are intended to supplement and not to supplant local, state, and/or federal funding. Stipends for preschool, kindergarten, and first to third-grade staff are allowed if they are related to the Committees' meetings and activities and for appropriate professional development. |

**Part IV and Attachment B Surveys Note:
For Microsoft Office 2000/2003, you may need to change the security setting in Excel before opening the file. In Excel, click 'Tools', 'Macro', and then 'Security'. When the dialog box appears, change the security setting to 'Medium' and then click 'OK'. You can now open the budget file.
For Microsoft Office 2007, you must save the workbook as an earlier version of Excel (.xls not .xlsx).
In order to streamline data entry and analyses, in FY2013 the Part IV - Required Statistical Information and the Attachment B - Expenditures in FY2012 must be entered by applicants online through SurveyMonkey. The Part IV section of the RFP has been broken down into four surveys for ease of data entry, and they can be accessed by clicking on each one individually. Attachment B is one survey. Additional information and instructions follow:
- The Word and PDF copies of all sections of Part IV and of Attachment B contain all of the questions asked in the surveys. Those versions are provided in order to allow applicants completing the online surveys to know the questions prior to starting the data entry, to make it easier and faster when entering the data into the surveys.
- Through SurveyMonkey, Part IV is divided into four separate surveys, and Attachment B is one survey. Once applicants begin entering the data into any of the surveys, all questions in that survey must be completed or the data will not be saved. Applicants are urged to use the Word document versions of the surveys to prepare the data ahead of time to prevent loss of data, and to keep as documentation of the information that was submitted.
- Some questions have an asterisk (e.g., District Name), which means that they are a required data element. SurveyMonkey will not allow applicants to proceed through the survey questions unless data are entered for these required elements.

(Reminder: Districts must use the Attachment A - FY2013 Funding Request Worksheet in the Required Forms section above to determine if the amount for which they can apply is less than this maximum amount listed.)
- Attachment F - FY2013 701 Classroom Confirmation Form
All districts must complete Attachment F: FY2013 701 Classroom Confirmation Form. This document is not included in this RFP; a hard copy sample form, and a survey link for entering and submitting the information, will be sent to all eligible grantees by mid-August. The survey link will open for submissions starting September 1, 2012 and ending on October 15, 2012. The Department will send a reminder to districts in August and September.
- Alternatives to Accreditation
Districts not currently approved to use one of the Alternatives to Accreditation and that want to apply for FY2013 should complete Attachment C: Application for Fiscal Year 2013 Approved Alternatives to NAEYC Accreditation and submit it with the district's grant application.
Districts already approved to use one of the Alternatives to Accreditation should complete Attachment D: Report of Use of an Alternative to NAEYC Accreditation in FY2012 and submit it with the district's continuation grant application.
Districts continuing to pursue NAEYC Accreditation but facing fiscal or programmatic limitations may request a one-year NAEYC self-study postponement for FY2013, if needed and if they have not been granted a postponement in the last two years (see Part III, Question 3d under Grant Priority: Quality and NAEYC Accreditation). Districts pursuing re-accreditation should carefully consider the implications of postponement and are encouraged to review the submission dates for re-accreditation through the NAEYC Academy
Districts that were granted a one-year postponement from NAEYC Accreditation activities in FY2012 will be expected to document its plan for pursuing NAEYC accreditation in FY2013.
