Title II-B: Massachusetts Mathematics and Science Partnership Program (MMSP)

|Purpose: ||The purpose of the Massachusetts Mathematics and Science Partnership Program (MMSP) program is to improve student achievement in science, technology/engineering, and mathematics (STEM) through intensive, effective professional development activities that focus on deepening teachers' content knowledge.|
The Department of Elementary and Secondary Education has established the following goals for the MMSP program.
|GOAL I ||Develop and implement an effective and sustained course of study for inservice teachers of STEM by integrating the courses of study into schools of arts and sciences and/or education at institutions of higher education.|
|GOAL II||Increase the number of STEM teachers in the partner school districts who are licensed in the subject area(s) and grade level(s) they teach.|
|GOAL III||Increase the number of STEM teachers in the partner school districts who participate in effective professional development and advance their content knowledge.|
|GOAL IV||Develop and implement a systemic approach to STEM education by integrating professional development with district and school STEM improvement initiatives.|
|Priorities: ||Priority will be given to partnerships that:
- align with three of the priority areas established by the Board and Commissioner of Elementary and Secondary Education for public pre-K-12 education in Massachusetts:
- to improve mathematics performance in the middle grades, 4-8;
- to improve educator effectiveness through ongoing and systemic professional development; and
- to better prepare students for college and careers, grades 6-12;
- develop and offer courses or courses of study for middle school STEM teachers that:
- deepen their STEM content knowledge and understanding;
- support implementation of the 2011 Mathematics Curriculum Framework;
- draw connections across disciplines and strengthen teachers' ability to link mathematics and science concepts and skills;
- support the implementation of common STEM practices to deepen student understanding (Standards for Mathematical Practice and the Key Scientific Practices: National Research Council); and
- promote the effective integration of the standards for literacy in science and technical subjects to support student content learning.
- engage high need districts in activities that integrate professional development with local STEM improvement initiatives.
|Eligibility: ||MMSP Partnerships that received funding for the second year in FY2013 are eligible to apply for an FY2014 continuation grant.|
Partnerships should continue to work with core partners as established in the initial award. Additional partners may be added.
A minimum of fifty percent of the teachers participating in a partnership's activities must be employed in an MMSP qualifying high need school district. (See the list of Massachusetts Math/Science Partnership Qualifying High Need Districts for FY2013-14 under Additional Information.)
|Funding: ||Approximately $1,100,000 will be available for these grants. The level of funding for continuation grant awards will depend primarily upon the number of teacher participants and the number of students impacted. In order to be cost effective, the cost per teacher participant should be approximately $2,000 per course. (This is an estimate and may be lower or higher depending upon the proposed program activities.) |
|Fund Use: ||Funds awarded shall be used to supplement, not supplant, state and/or local funds that would otherwise be used for proposed activities.
All budgets and budget descriptions must be aligned with the program activities and reflect any coordinated uses of resources from other sources.
- Funds may be used to support STEM professional development programs, course development, and activities that integrate the professional development with local STEM improvement initiatives in high need districts.
- Funds may be used for administrative costs, stipends, substitutes, materials for professional development, program evaluation, program dissemination, travel to state and national Title II-B meetings, etc. Note: Grant funds may not be allocated to pay for both a participant's graduate credit tuition and to provide a stipend.
- Funds may not be used for equipment, space rental, or food.
- Funds may not be used for equipment or instructional materials for the students of the participating teachers.
- Funds may not be used for full-time staff positions.
- Indirect costs, if charged, must be at the Department's approved rate and may not exceed a rate of 8% for non-school districts.
- Administrative costs and indirect costs combined may not exceed 20% of the total budget.
- Consultant fees may not exceed $100 per hour, up to $750 per day.
