Massachusetts 21st Century Community Learning Centers - Expanded Learning Time

|Purpose: ||The purpose of the federally-funded Massachusetts 21st Century Community Learning Centers (CCLC) - Expanded Learning Time (ELT) Grant is to support expanded learning time during the school day for students in grades K-12 during the school year and/or summer that provides creative and engaging academic enrichment opportunities that will help to close proficiency gaps, and support college and workforce readiness and success.|
Funded schools must offer a minimum of 300 additional hours* of structured learning time beyond the state required hours for all students as part of their required school year starting in fiscal year 2013-2014 (FY14).

|Priorities: ||Priorities for this grant program include using expanded learning time (ELT) to support the following:
Competitive priority will be given to applicants:
- Creating content-rich, engaging and creative environments for learning in the sciences, civics, mathematics, and English language arts, and enrichment opportunities, using varied instructional methods, including project-based and service-learning.
- Providing academic enrichment opportunities.
- Creating support systems for children's and youth's academic, social, emotional, and physical development.
- Establishing procedures for using data to identify gaps in learning to inform and improve instruction.
- Promoting efficient use of public resources through effective partnerships among schools, community-based agencies, institutions of higher-education, and other public and private entities.
- Creating opportunities for student leadership, decision-making, and civic engagement.
- Engaging and supporting families and caregivers as partners in promoting high expectations for all students within environments that embrace cultural diversity.
- Supporting local implementation of the Department of Elementary and Secondary Education's (Department) District Standards and Indicators (including the Conditions for School Effectiveness) and Department Priorities.
- Providing professional development, daily common planning time, and leadership opportunities for school staff and partners that support the above priorities.

- Proposing a year-round school model or at least a substantial amount of time for all students during the summer.*
- Proposing to implement ELT in a school designated as Level 3, 4, or 5 under Massachusetts' district and school accountability and assistance system.
- Proposing to implement ELT in a school that has feeder or receiving schools with ELT.*
- Proposing grant activities that will be implemented with a strong partnership between the school district and at least one community-based organization (CBO) or other public or private entity.
- Proposing the use of blended learning strategies.*
- Proposing creative labor management compensation structures that help to minimize the overall costs of implementing ELT.
|Eligibility: ||Eligible entities are school districts, cities and towns, CBOs, other public or private entities, or a consortium of two (2) or more of such agencies, organizations, or entities. The applicant must be proposing to use these grant funds at one or more schools that operate School-Wide (SW) Title I programs.*|
Please also note the following eligibility-related information.
- One application per district:
An applicant may propose to serve more than one school in a district.
If an applicant wishes to serve schools in more than one district, separate application packages should be submitted for each district to be served. Note however, that only one application per district to be served will be accepted. In other words, the Department will not accept a proposal from one applicant to serve schools in a district, in addition to a proposal from another applicant to serve schools in that same district (be they the same or different schools).
- For schools that do not currently have a 21st CCLC grant for OST:
Please be aware that applicants may not submit FY14 proposals for the same new site through this FY14 21st CCLC-ELT Funding Opportunity (Fund Code 647-B1A) and the anticipated FY14 21st CCLC-OST New Site Funding Opportunity (Fund Code 647-B1B).
- For schools that do currently have a 21st CCLC grant-supported out-of-school time (OST) program and anticipate continuation funding for that school site in FY14:
If those schools are served through this 21st CCLC-ELT competitive grant, those schools will be expected to submit a revised OST program schedule that continues to reflect the 21st CCLC requirements for OST programming (a minimum of 448 non-school day hours for targeted students), and must continue to meet all other requirements of that existing grant award.
NOTE: FOR FY13 21st CCLC New Site Grantees only, that were competitively awarded after the Department received approval on its requested ESEA flexibility:
- The Department is exploring the possibility of allowing a portion of that grant's continuation funds to be used towards 21st CCLC-ELT activities, for school sites that are also competitively awarded the FY14 21st CCLC-ELT grant. Details will be posted once confirmed.
- For schools that currently receive a state-funded Expanded Learning Time (ELT) grant:
These state-funded grantees (FY13 Fund Codes 225 or 225A) are not eligible to apply for this federally-funded FY14 21st CCLC-ELT grant opportunity. However, they are not precluded from applying for the competitive FY14 21st CCLC-OST new site grant opportunity.
|Funding: ||A projected total amount available is approximately $1,000,000. The final total amount available is subject to budget appropriation levels. Applicants may apply for up to $500 per pupil per school, provided that the applicant can demonstrate it has have designated additional available funds (that total a minimum of $500 per pupil) to support the other costs associated with implementing ELT for all students. These additional funds can be from a variety of sources including, but not limited to: Title I, local funds, existing state or federal grants, etc. (Please see Additional Information for details regarding the use of Title I funds for these purposes, and for funding-related information regarding the Department's new grants system.) |
|Fund Use: ||Funds must be used solely to support using time during ELT as described in the Purpose and Priorities sections of this Funding Opportunity document, and primarily to support services to students. Costs may include, but are not limited to: salaries, stipends, instructional materials, supplies, family engagement, and literacy activities for families of participating students.|
It is expected that the $500 per student from this grant will primarily support enhanced or new services for students. Applicants are expected to identify specific components of the proposed ELT that will be supported through this grant. It is expected that the activities and initiatives that are supported through these 21st CCLC-ELT funds will be sustained beyond the maximum three-year grant period (FY14-FY16).
These funds must be used to supplement other funds, and may not be used to supplant existing school-day costs currently funded or which would otherwise be funded (in the absence of these 21st CCLC grant funds) from other sources (e.g., current salary levels, current transportation costs, instructional materials already being used during the school day, etc.).

Pending budget appropriation, two years of continuation funding will be available to awarded applicants, for a total grant period of three years (FY14-FY16).
Continued funding in year 2 (FY15) and year 3 (FY16) is contingent upon demonstrating the following:
- Compliance with all grant assurances (see Addendum A in the Required Forms section below);
- The ability to use data to inform and demonstrate continuous improvement;
- Evidence that the grantee is working towards sustaining expanded time beyond the grant period; and
- Submission of a yearly reapplication.

|Required Prior to Grant Submission||The following activities are required to be completed prior to grant submission:
- Department Notification of Intent to Apply
The Intent to Apply is Due Tuesday, April 23, 2013. Submission of the Intent to Apply does not obligate the applicant to submit an application.
The Intent to Apply form asks for the following information:
- The name of the district to be served (and the lead applicant, if not the district);
- Contact information (name, email, phone number);
- The names of the proposed school(s) where ELT will be implemented that would be supported through this FY14 21st CCLC-ELT grant;
- The following information for each proposed school site:
- Grade levels served and total school enrollment;
- The 2012 Accountability Level (1-5 or unassigned/unknown) and confirmation of School-Wide Title I status;
- An indication of whether the school will, or already does, offer extended hours during longer days and/or a longer year or year-round model; and
- The amount that will be requested (up to $500 per enrolled student).
- Community Notification of Intent to Apply
Federal law requires that applicants for grants under the 21st CCLC program must notify their community of their intent to apply prior to submission of the proposal.
- Consultation with Non-Public Schools
In accordance with the Elementary and Secondary Education Act's (ESEA) Title IX Part E, Uniform Provisions, Subpart I - Private Schools, applicants must consult in a timely and meaningful way with private school officials within the geographic community proposed to be served, during the design and development of the 21st CCLC-ELT program, on issues such as how the private school students' and teachers' needs will be identified, and what services may be offered. Any services provided to private schools must be secular, neutral, and non-ideological.
Applicants must document this timely and meaningful consultation, as well as any resulting agreements, and must submit confirmation of this consultation as a part of the signed Grant Assurances form (see Addendum A in the Required Forms section). - ESEA Titles IA and IIA: Related to newly allowed ESEA flexibilities,
Level 2-5 districts are now permitted to use their Title I, Part A reservation funds [formerly supplemental educational services (SES) and public school choice set-aside funding] to support district/student needs as assessed in relation to the Conditions for School Effectiveness. This means that a district can choose to direct part or all of its Title I, Part A allocation (which could also include Title II, Part A funds flexed into Title I, Part A) to support ELT in one or more schools, if the district determines that will best meet the needs of the district's lowest performing students.
- Planning Resources: Research indicates that the average cost for implementing ELT ranges from $1,000 to $4,000 per student. This 21st CCLC-ELT grant is intended to provide recipients with three years of funding that supports the start-up of ELT. Applicants are encouraged to think creatively with respect to staffing and scheduling to implement an ELT model that is sustainable beyond the grant cycle. It is expected that the $500 per student from this grant will primarily support the development and implementation of new creative and innovative program practices, as well as capacity building activities. In addition, applicants must demonstrate that they have funds available and designated to support any additional increased costs associated with the expanded schedule for all students.
The following two resources provide general expectations and recommendations for applicants as they plan for ELT. Applicants are encouraged to consult these documents to develop this 21st CCLC-ELT proposal, however these are not specific requirements for this grant:
- Blended Learning:* Additional resources on Blended Learning are available from the Department's Office of Digital Learning.
- Questions and Information Sessions/Webinars: Due to the competitive nature of this grant program, all questions about the Funding Opportunity documents and process must be submitted in writing. Questions will be addressed during Grant Information Sessions and Webinars to be held during dates and times that will be posted on the Department's 21st CCLC web pages.
