ABE Teacher's License Update

Developing an Adult Basic Education Licensure Process for Massachusetts

The ABE Teacher's License Update is published by the ESE (Massachusetts Department of Elementary and Secondary Education) in coordination with SABES (System for Adult Basic Education Support) in an effort to keep practitioners and interested parties apprised of the status of the ABE Teacher's License. This Update, past issues, and other relevant documents are posted on the ESE Website www.doe.mass.edu/acls and the SABES Website www.sabes.org.

The voluntary ABE Teacher's License becomes effective October 1, 2001.

SABES TO DEVELOP ABE LICENSURE-SUPPORT MODEL

The five SABES Regional Support Centers (RSCs) in coordination with the Central Resource Center (CRC) will conduct a two-part field test of a support system for ABE teacher's license seekers. While most of the details of the field test will be determined by the planners themselves, some thought has been given to using a highly collaborative model in which practitioners from each region will work together in groups.

Part 1: Planning the support model:
The first part of the field test will be a planning phase to run from July through September of 2001. Carey Reid of the SABES CRC will convene a planning group composed of RSC staff members and one practitioner from each region, to be chosen by the RSCs.

Part 2: Testing the support model:
The second part will be the field test itself, to begin in October 2001. For the field test, twenty-five practitioners, five per region, will be working toward their licenses while helping SABES to design and test licensure-support processes and instruments.

SABES Resource Development

SABES CRC has also begun to identify resources that license-seeking teachers might need. Because the new ABE licensure process is competency-based, teachers who identify gaps in knowledge and skills in relation to the ABE teacher's standards can address those gaps in a range of ways--school-based courses, staff development training, self-directed study, study circles, on-line courses, and so forth. SABES has begun to identify resources for each standard of the ABE teacher's license that license-seeking teachers might find useful. At this point, SABES is building annotated lists of resources--books, articles, course offerings, videos, web-sites--recommended by other practitioners and will eventually make these lists widely available.

PILOT COURSE DEVELOPMENTS

Over the next year, five additional pilot courses will be offered that are compatible with the ABE teacher's license. The proposed courses are:

Foundations of Reading and Writing *Reading and Writing (9-12 GLE)
Reading and Writing (4-8 GLE) *Adult Human Development
Diversity and Equity for ABE  

The "Foundations" course will be hosted by NE SABES in the Fall, with Saturday sessions tentatively scheduled for the following dates: September 22 & 29; October 6, 20, 27; and November 3 & 17. Persons interested in enrolling should contact Sharon Klufts at 978-738-7302 or Klufts@aol.com to request an application.

Dates, times, and locations will be identified for the remaining pilot courses. Be sure to watch for further information in the Updates and on the ESE or SABES web-sites for further course developments.

These last five pilot courses are the culmination of almost three years of work developing and piloting a group of 15 courses designed to be compatible with the ABE teacher's license. If you are interested in these courses and would like to find out more about them, please contact your SABES RSC. Courses that have already been piloted are:

Knowledge of the Field Reading and Writing (0-3 GLE
Understanding Adult Literacies Adult Learning Theories
Curriculum and Methods Learning Disabilities
ESOL I Math/Numeracy
ESOL II Technology in the ABE Classroom

The Department recently posted RFRs (Requests for Response) on the COMM-PASS system to solicit bids from interested developers for the remaining two pilot courses (asterisked). ESE Offers FREE Summer Institutes

The Department of Elementary and Secondary Education is offering FREE summer content institutes across the Commonwealth for Massachusetts teachers. Each institute carries PDPs and, for a fee, college credit is available from the host institution.
