FY09 Assessment Policy for Transition to Community College Programs

Based on the Guidelines for Transition to Community College Programs, participants must meet the following requirements:

Eligibility Requirements

  1. Adults who were enrolled previously in Department of Elementary and Secondary Education-funded programs who:

    • have received a General Educational Development Test credential, an Adult Diploma Programs diploma, or a United States high school credential and have a score of 500 (GLE 9-10.9) or above on the Massachusetts Adult Proficiency Test (MAPT) for Reading and a score of 400 (GLE 6-8.9) or above on the MAPT for Mathematics;

      OR

    • have a high school credential diploma or equivalent from a foreign country and have a score of 500 (GLE 9-10.9) or above on the Massachusetts Adult Proficiency Test (MAPT) for Reading and a score of 400 (GLE 6-8.9) or above on the MAPT for Mathematics;

    AND

  2. Have a Student Performance level (SPL) of 8 or above on the BEST Plus if a non-native speaker; and are able to participate in post-secondary level academic classes conducted in English.

Eligibility Determination Time Frame

Programs may use MAPT and BEST Plus scores from tests that have been taken within the past 9 months to determine participant eligibility.

Assessment scores for Transition participants transferring from Community Adult Learning Centers

All previous test scores for participants in a Community Adult Learning Center who are either transferring to or will be co-enrolled in a Transitions program will be automatically transferred in SMARTT from the Community Adult Learning Center to the Transitions site. These scores may be viewed as "read-only" in SMARTT to enable programs to see the student's assessment history.

Pre-testing requirements

Students' MAPT test scores taken at a previous site within 4 months of the enrollment date at the Transitions program will be copied using their enrollment date and count as their pre-test.

Students who have not taken a MAPT test within 4 months of the enrollment date in the Transition program must take a MAPT pre-test.

All participants enrolled in the Transition program based on BEST Plus scores must be pre-tested using the MAPT.

Post-testing requirements

Students whose MAPT score is below 600 must be given a post-test, because scores below 600 are outside the High ASE level.
