The Massachusetts Department of Elementary and Secondary Education is soliciting competitive proposals for professional services to support Massachusetts' adult basic education provider networks, programs and practitioners, through the following two mechanisms:

Open and Competitive Request for Proposals
Grants to five regional centers for program and staff development

The Massachusetts Department of Elementary and Secondary Education has released an Open and Competitive Request for Proposals for a coordinated system of regional program and staff development centers for Adult Basic Education programs and practitioners. The Department is seeking applicants to submit a proposal to operate one or more regional professional development support centers. One center will be operated in each of the following five regions: Western Mass, Central Mass., Northeastern Mass., Southeastern Mass., and Greater Boston. Both federal and state grants will be awarded to eligible agencies to operate such centers for the multi-year period from FY2006 to FY 2008. The Workforce Investment Act and the Massachusetts Education Reform Act are the authorizing legislation.

Open and Competitive Request for Responses
Contract to develop and coordinate program and staff development

The Department will also solicit bids for the development and coordination of the statewide program and staff development system through the Commonwealth's Web-based Procurement Access & Solicitation System, (Comm-PASS). This Request for Responses is expected to be posted to Comm-PASS in early January. This one-year contract, annually renewable for up to two additional years subject to satisfactory performance, will support the coordination of Massachusetts' ABE professional development system and the development of statewide capacity-building projects for ABE providers.

The Department encourages all applicants to submit proposals for either or both services. Potential applicants for regional professional development support center grants must submit a Letter of Intent to Apply Form Download PDF Document  Download MS WORD Document by 5:00 p.m. on Wednesday, January 5, 2005.

Potential bidders for the contract to develop and coordinate the statewide program and staff development system will also be required to submit a Letter of Intent to Apply by Tuesday, February 4, 2005.

All Letters of Intent to Apply should be sent by Certified, Registered, or Return Receipt Requested mail.
