FY2016 ABE Increase

November 25, 2015

Dear Program Director:

Congratulations! I am pleased to announce that due to an increase to the ABE line item the department is pleased to issue increases to our current ABE programs. The following programs will receive an increase in their current grant award or a new grant:

  • Community Adult Learning Centers (Fund Codes 340, 345, 359)
  • ABE for Incarcerated Adults (Fund Codes 285, 563)
  • ABE Distance Learning Hubs (Fund Code 669)
  • Primary Instruction by Volunteers (Fund Code 287)

The priority use of the increase, a minimum of 50% of the increase funds, must be to address the 18,000 adults currently on the waitlist by adding seats and/or increasing the intensity of services. Additionally programs can use the funds to support the following:

  1. Develop curriculum to meet the demands of the new high school equivalency exam (HiSET) and the rigors of College and Career Readiness Standards for adult education.
  2. Increase student access to technology.
  3. Support additional professional development for program staff.
  4. Scale up strategies for linking basic skills to employability in the current labor market.
  5. Address working conditions for teachers to reduce turnover and improve program effectiveness.

Attached please find a spreadsheet with the increase for each program. In order to access the increases, programs that are funded by Fund Code 340, will need to submit new grant application form using Fund Code 345. Programs that are funded by Fund Code 285 will need to submit new grant application form under Fund Code 563. Programs that are funded by Fund Code 669 will need to submit new grant application form under Fund Code 680. Programs that are funded by Fund Codes 287, 345, 359, and 563 will need to submit a budget amendment. The required forms can be found at Grants Management Forms page.

As indicated under Table 1, there are ten programs that were selected to participate in the Transition to School Brains Pilot and will receive stipends:

  1. Cape Cod Community College
  2. Framingham Public Schools
  3. Holyoke Public Schools
  4. Lawrence Public Schools
  5. Literacy Volunteers of Massachusetts
  6. North Shore Community College
  7. Sheriff's Department of Franklin
  8. Sheriff's Department of Hampden
  9. Valley Opportunity Council
  10. Webster Public Schools

Please consult with your Program Specialist prior to submitting a revised FY16 Program Plan and budget or if you have any questions.
