Goals Requiring Followup for USDE /h2>

ACLS must report to USDE the following goals in Table 5: Core Follow-up Outcome Achievement.

  • Entered Employment
  • Retained Employment
  • Obtained a GED or Secondary School Diploma (EDP/ADP)
  • Entered Postsecondary Education or Entered Training

Follow-up of Student Goals

Programs must use effective processes quarterly to follow up with students and former students to ascertain goal achievements. Programs must establish follow-up protocols and assign staff to this function. The follow-up methods used for the goals listed below are reported to USDE in our yearly Data Quality Checklist:

Follow-up via the survey method is required in the following cases

  • For all students, even when a social security has been provided since no data matching is available:
    • Entered post-secondary education
    • Entered training program
    • Obtained secondary school diploma (ADP/EDP)

  • For students who did not provide a social security number for data matching:
    • Entered employment
    • Retained employment

Follow-up via data matching occurs automatically in the following cases

  • For students who provided a social security number for data matching:
    • Entered Employment
    • Retained Employment
  • For all students regardless if SSN is provided since various criteria are available for data matching:
    • Obtained GED

If the release of information form is signed, then programs will be able to view the dates met in SMARTT.

Follow-up Timeframes

Entered Post-Secondary EducationUntil November 1st following the end of the fiscal year since students will have entered post-secondary education by that time. Dates met up to 11/1 will be counted in the fiscal year ending 6/30.
Entered Training ProgramUntil November 1st following the end of the fiscal year. Dates met up to 11/1 will be counted in the fiscal year ending 6/30 to be consistent with the post-secondary education timeframe.

Data Matching Rules

Each year we must report the job related goals for the previous fiscal year to comply with the new regulations to be consistent with Title I. It takes several quarters to get the information needed to report goal attainment from the Department of Revenue since the department depends on employers to submit their records.

The timeframe to report goal attainment for Enter Employment/Get a Job is the quarter after the goal is set. The date set for Retain Employment is the date the student got the job. The date met for Retain Employment is the mid-point of the second quarter after the goal was set. See the following tables for the dates used. Programs need to enter survey information quarterly in SMARTT. We apply the same reporting timeframes for the survey method as for data matching.

Monthly Data Matching

Obtain GED
We match on the following criteria regardless if SSN is provided or if the release of information form is signed. We use a three pronged data match process: 1) SSN 2) last name, first name, and date of birth 3) "fuzzy" match which is last name, race, gender, and date of birth. This allows for similar names such as William and Bill. The date met in the goal field is the credential date received from Oklahoma Scoring Service.
