To:

From:
Rachelle M. Engler, Director, Student Support Unit
Date:
April 14, 2006

stopline

The Department of Elementary and Secondary Education is pleased to announce that through a redistribution of non-requested allocation money, funds are available to supplement Academic Support (fund code 625) programs planned to run between July 1, 2006 and August 31, 2006.

In order to be eligible for these supplementary funds, a district must have submitted a summer Academic Support grant (fund code 625) and use the funds for one or more of the allowable categories described below. Eligible districts may request an amount equal to 20% of their FY06 FC 625 grant amount (rounded to the nearest dollar), or $500, whichever is greater.

Required Documents

To be awarded the supplemental funds, interested districts must submit three forms to the Student Support Unit by May 3, 2006.

  1. An addendum providing information regarding the proposed use of funds;
  2. Revised budget pages (including the currently planned expenses in addition to the proposed supplemental expenditures); and
  3. A budget narrative (that clearly indicates by line item how the supplemental funds will be spent).

Allowable Uses of Supplemental Funds (and Required Information)

These funds must be used to enhance FC 625 Academic Support programs and must follow the same guidelines and requirements outlined in the FC 632/625 RFP and guideline documents.

  • Transportation:
Provide information regarding the need for transportation, the geographic size of the district, the lack of appropriate public transportation, and the expected impact on the program (on participation numbers, for example).

  • "On-line Plus" programs: Provide a description of a tutorial program in mathematics or English language arts that includes both face-to-face and e-mail components. The program must include at least three face-to-face meetings over the summer supplemented by e-mail tutorial instructional conversations via computer and phone. This program is designed to assist older students whose commitments make traditional programs less feasible. Districts with available school year (fund code 632) funds may use them for the first face-to-face meeting before the end of June.

  • Other enhancements to better serve struggling learners:
Provide an explanation of how particular groups of students will benefit from supplemental funds. For example, funding might be used for additional teachers with a particular expertise (special education, language literacy, vocational, etc.) and/or specialized programs and/or activities tailored to the students' needs.

Please e- mail these documents to achievement@doe.mass.edu. You may also mail or fax (781-338-3089) these documents to the attention of Margaret Gibbons, Administrative Assistant, in the Student Support Unit, Massachusetts Department of Elementary and Secondary Education, 75 Pleasant Street, Malden MA 02148 by 5:00 p.m. Wednesday, May 3, 2006. The Department will confirm via email receipt of requests for supplemental funds within three business days. Districts will be notified of approval status by May 20.
