Charter Schools - Report on Probation for Seven Hills Charter Public School

Members of the Board of Elementary and Secondary Education
Mitchell D. Chester, Ed.D., Commissioner
January 18, 2013

On February 28, 2011, the Board of Elementary and Secondary Education (Board) renewed the charter of Seven Hills Charter Public School (SHCPS), placed the charter school on probation, and directed the school to meet three conditions. As shown in the attached report on probation, SHCPS has met the conditions imposed during the school's 2011 renewal. The school performed an extensive school evaluation, made structural changes to its program, received approval for an accountability plan, and met academic measures established by the ESE. While SHCPS demonstrated steady growth in its mathematics performance over the past two years, the progress made in ELA in terms of student growth and absolute performance occurred during the past year and does not yet demonstrate an improvement trend.

In light of the evidence, I recommend that the school be removed from probation but operate under a further academic condition. In order to meet this condition, SHCPS must demonstrate sustained academic progress. The school must improve its academic performance by 2014, a year before the school is due to submit its second application for renewal. I recommend the following condition:

Seven Hills Charter Public School must demonstrate that it is an academic success by December 2014 by providing evidence that the school has met or is making substantial progress toward meeting the benchmarks in its approved Accountability Plan and, in particular, has demonstrated significant and sustained academic improvement.

If you have any questions regarding this recommendation or require additional information, please contact Cliff Chuang, Associate Commissioner (781-338-3222); Jeff Wulfson, Deputy Commissioner (781-338-6500); or me.
