Every Student Succeeds Act: Draft State Plan

At the March, June, September, and December 2016 meetings of the Board of Elementary and Secondary Education, we have discussed various aspects of the federal Every Student Succeeds Act (ESSA). At the special meeting of the Board on Monday, January 23, 2017, I will present an overview of the Department's draft state plan under ESSA, including proposed changes to our system for school and district accountability and assistance.

Our state plan builds on the Department's strategic plan to prepare all students for success after high school, and has been informed by the large amount of input we collected from a broad range of stakeholders beginning in spring 2016 and continuing through this past fall, including the five public ESSA forums we conducted in Boston, Brockton, Holyoke, Shrewsbury, and Salem. Following the discussion with the Board on January 23, the Department will invite public comment on the plan. The plan will be available for comment for at least 30 days, and I will discuss any feedback we receive with you at the March meeting of the Board, prior to submitting the plan to the U.S. Department of Education in early April.

Russell Johnston, Carrie Conaway, and other members of my senior staff will join me on Monday evening, January 23, to discuss with you our draft state plan and anticipated next steps.
