English Language Learners/Bilingual Education Advisory Council

This year the charge of the ELL/Bilingual Education Advisory Council will be less traditional than in years past. Due to the breadth, complexity and impact of the Rethinking Equity and Teaching for English Language Learners (RETELL) initiatives, for this year, in lieu of convening as a regular Advisory Council, the Commissioner requests that persons interested in serving on the ELL/Bilingual Education Advisory Council join one of three specialized consultation groups. These groups will be established to provide the Department with extra, on-going, in-depth feedback regarding particular elements of the RETELL initiative. This will be a significant opportunity to influence policy and practice in the years ahead.

For this year, the newly established consultation groups will work with the Department of Elementary and Secondary Education (DESE) and provide ongoing input on the elements of RETELL listed below. Each of the following consultation groups will be facilitated by a member of the Office of English Language Acquisition and Academic Achievement (OELAAA) at the DESE and will focus on one important area of activity:

  • Extending the Learning. This group will focus on the selection of course offerings and other professional development resources to extend educator learning beyond the conclusion of SEI endorsement courses. Refinement of these offerings will also be discussed.

  • Collaboration and Coherence. This group will focus on enhancing collaboration between ESL and content-area SEI teachers, and integrating RETELL with educator evaluation and the roll-out of the Common Core.

  • Implementation Issues and Communications. This group will focus on questions that arise regarding how best to implement the next wave of registrations and trainings, and on communication strategies about RETELL for educators, parents, and the broader community.
