Preliminary Charter School FY17 Tuition and Enrollment

Below you will find the Department of Elementary and Secondary Education's most recent calculation of preliminary FY17 charter school tuition and reimbursements. These amounts will be used by the Department of Revenue for the purpose of certifying the December 30, 2016 local aid distribution. Final FY17 tuition and reimbursements will be calculated in June 2017.

All districts and charter schools are reminded that the second quarter tuition calculations are still estimates. For a summary of the tuition disbursement process, please go to the School Finance: Charter School web posting.

Low Income Changes to Foundation Budget

Historically, the Foundation Budge formula used free and reduced price lunch data as the measure determining low income. This data is no longer available as a result of district participation in the USDA's Community Eligibility Program. The new measure being used is economically disadvantaged enrollment (EcoDis). Rate Trends with EcoDIS Enrollment

Overall, there are fewer economically disadvantaged students statewide than there were low income students. FY17 ECODIS enrollment represents 43% of all Commonwealth charter foundation enrollment; FY17 low income enrollment represents 52% of all Commonwealth foundation enrollment. To offset the fiscal impact of the lower student count, EcoDis foundation budget uses higher low income rates.

Hold Harmless

Thirty (30) school districts most severely impacted during the transitioning to the EcoDis Foundation Budget have been given additional Chapter 70 aid. Where eligible, charter foundation rates from these 30 districts will use a low income enrollment derived from prior year percentages as a hold harmless measure. All other sending rates use the statutory rate formula.

The hybrid rate funding methodology has been implemented with the September 30th monthly distribution.

Tuition, FTE and Rate Summaries

The data provided herein reflect the fall enrollment as reported by each charter school via a SIMS (Student Information Management System) electronic data transmission, as well as the most recent district net school spending.

Preliminary FY17 Charter Tuition Payments and Reimbursements for sending districts is an MS Excel spreadsheet of each district's total enrollment at all charter schools; the local tuition assessed (including facilities); and the Commonwealth's reimbursement to districts for facilities tuition and increases in tuition.

Preliminary FY17 Rates by Charter School and Sending District is a comprehensive and sortable list of the individual district tuition rates for each charter school. With the December 2016 posting the file has been updated to include detailed FTE, capping, and rates source information.

Rate Component Detail

The charter school tuition rate has three components. The facilities component is set by the legislature at $893 per pupil. The detail for the other two components is provided below.

Preliminary FY17 Net School Spending Percentage Above Foundation Budget is an MS Excel spreadsheet that provides the calculation used to determine the percentage of net school spending above foundation budget. Deductions for retired teacher's health insurance and out-of-district special education costs are shown in detail.

Pupil Rosters

Charter school pupil rosters will be available for download from Drop Box Central at the Department of Elementary and Secondary Education's Secure Web Portal by December 30, 2016. To obtain your roster please go to the Claim Form Drop Box and select your organization type, i.e., public school district or charter school.
