Achievement Comparison Study: An Analysis of 2001-2005 MCAS Performance

The Massachusetts Department of Elementary and Secondary Education (the Department) contracted with the National Center for the Improvement of Educational Assessment, Inc. (the Center for Assessment) to conduct a comparative analysis of the Massachusetts Comprehensive Assessment System (MCAS) performance of Massachusetts charter schools and their counterpart sending districts. The Department identified two major components to the analysis:

• Phase I consisted of direct comparisons of MCAS results in English Language Arts and Mathematics for individual charter schools and their comparison sending districts (CSD). As a supplement to the Phase I analyses, aggregate results across all charter schools located in Boston were computed and comparisons with other Boston Public Schools were generated.

• Phase II consisted of a value-added analysis to examine growth in MCAS scores over time for students continuously enrolled in charter schools and their CSD.
