FY12 Service-Learning Grant Carryover Process (for FY2011 Grantees)
In fiscal year 2010-2011 (FY2011), Learn and Serve America funding was eliminated from the federal budget. As a result, FY2011 was the final year for the Service-Learning School-Based Grant Program (Fund Code: 354) administered by the Massachusetts Department of Elementary and Secondary Education. Grant recipients in FY2011 (includes Fund Codes: 354-B, 354-A, 354-C and 354-C1) that did not spend all of their FY2011 grant award are eligible to apply for these funds in FY2012.
To apply for unused funds, eligible entities must submit the following:
A Final Financial Report (FR1) for FY2011 must be submitted online via the grants payment system.
A signed copy of the FR1 must be mailed to the Department' Grants Management Office, Attn: Financial Analysis and Reporting. If applicable, a check for funds received but not spent must be included.
(See this PowerPoint presentation for more detailed instructions on submitting the final report.)
If the total amount requested and received by the district through the online grants payment system was less than the full grant award amount, before the FR1 can be submitted, the district should mail to the Department's Learning Support Services Unit, Attn: Kristen McKinnon, a signed Budget Amendment Request Form and updated Budget Detail Pages to reflect the total funds the district received in FY2011.
After the FR1 is successfully submitted, email the following to kmckinnon@doe.mass.edu, and also mail a signed copy of the Part I Signature Page (see mailing address at bottom of page).
Part I - Signature Page (mail a signed version, and email one that does not have to be signed)
Part II - Budget and Budget Narrative for FY2012
Part III - Write a brief narrative describing why the funds were not spent in FY2011 and how the funds will be used in FY2012; no document or template is provided. (Note: It is expected that proposed FY2012 activities will be aligned with the FY2011 grant purpose, priorities, and planned activities.)
