Massachusetts Chapter 74 Application Timeline

Massachusetts Chapter 74 Vocational Technical Education Programs

Chapter 74 programs are authorized under Massachusetts General Laws (MGL, c. 74) and state regulations 603 CMR 4.00. The Chapter 74 program application and approval process is designed to approve programs of high quality that demonstrate labor market and student demand leading to high wage employment. These programs must align to the Massachusetts Vocation Technical Education Frameworks. These programs are governed by the MGL. c. 74 statute, the Chapter 74 regulations and 603 CMR 4.00 as further elaborated in the Chapter 74 Preliminary Application (Part A) and Concluding Application (Part B) packages, Chapter 74 Manual for Vocational Technical Education Programs, and related policies.

The objective of the Chapter 74 application review process is to award Chapter 74 program status to program submissions that show the greatest probability of training students for careers that are high quality, high demand, and high wage.

* Note: In order to avoid last minutes submittals of materials in order to complete the application or address safety issues, the Office for College, Career, and Technical Education (OCCTE) site and safety visits to potential Chapter 74 districts can occur before the district submits all the required documentation to OCCTE. In that way, any safety or regulatory measures that must be undertaken can be resolved and documented well in advance of the final review of Chapter 74 applications.
