2018 Informal Review Toolkit

The informal review process allows Sponsoring Organizations to develop and put forth for approval new programs and to receive this review outside of the seven-year, formal approval cycle. Through informal reviews, new organizations are also able to seek approval as an authorized provider in the Commonwealth.

ESE does not accept requests for informal review of programs within a two-year window leading up to or after an organization's formal review.

Stage/StepDescription of ActivitiesResources
Intent Please communicate any intention to put forth new programs or new organizations. By providing advance notification, ESE is able to more effectively plan for a timely review and effectively support organizations through the submission process. To express intent, please email edprep@doe.mass.edu by Monday, February 5th with the following information:
  • Name of Sponsoring Organization
  • List of programs (as named by ESE) being put forth (e.g. Math 5-8, Initial, Post-Baccalaureate not "Masters in Math Education")
  • Name and contact information of designee within your organization appointed to oversee the informal review

Needs Assessment The needs assessment ensures that ESE and Sponsoring Organizations only engage in a review, outside of the formal review process, in areas of demonstrated need. If the completed assessment supports the need for the proposed educator preparation program as determined by ESE, the Sponsoring Organization may put forth the program for informal review.

Needs Assessments must be submitted no later than Monday, March 12th to be considered in the 2018 informal review cycle.

If need is confirmed, the Sponsoring Organization will move on to Informal Submission.

If need is not confirmed, organizations may not resubmit until the 2019 informal review cycle.

Informal Submission If need is confirmed, the complete submission must be received on or before midnight on Monday, May 21st to be reviewed. Incomplete or late submissions will not be reviewed.

Please email edprep@doe.mass.edu with either the submission documents attached or a link to a shared cloud-based folder (e.g. Dropbox or Google Drive).

Notification of Approval StatusAs a result of the review, ESE will notify the Sponsoring Organization of its approval status (informal approval with distinction, informal approval, informal approval with conditions, informal probationary approval or approval not granted) by July 31, 2018. No additional documentation/clarification will be accepted at that time.

Individuals who complete informally approved programs will be eligible to receive licensure in Massachusetts, but may not enjoy full reciprocity benefits for licensure in other states that have signed the NASDTEC Interstate Agreement with Massachusetts. Full reciprocity benefits are available after formal program approval has been granted.

For new Sponsoring Organizations (those putting forth programs for the first time), formal approval will be granted only after the successful completion of a formal review. For Sponsoring Organizations with currently approved programs, formal approval is granted after the successful completion of one year of operation.

After the first year of operation and each subsequent year, the Sponsoring Organization must submit an annual report to ESE in accordance with 603 CMR 7.03 (4).
