On June 18, 1993 the Massachusetts Education Reform Act was signed into law. Within months of this historic occasion, the Board of Education
approved the Department of Elementary and Secondary Education's Implementation Plan which translated the Education Reform Act into action. With its March, 1995 approval of the Five-Year Master Plan
for Education, the Board extended the scope of Education Reform into the next century.
Below is an outline of the Massachusetts Department of Elementary and Secondary Education's Five-Year Plan broken down into
five goals each containing several initiatives. Each initiative highlights a different component of Education
Reform and demonstrates how the Department of Elementary and Secondary Education is supporting that initiative.
