1 I. The FY 2006 High-need School Districts list is based on the 2004 U. S. Census data (2005 data has not been published at the time the FY 2006 Request for Proposals were issued.)
The term high-need school district means a school district that meets two conditions:
- The district has at least 12% of the student population or at least 1000 children come from families with incomes below the poverty line (based on the U.S. Census) and
- The district operates one or more schools identified under section 1116 or the district has a substantial need for assistance in acquiring and using technology, based on the guidelines stated in the "Local Technology Plan Guidelines (School Year 2004-2005 through 2006-2007)".
II. For this grant program a school district must have a student enrollment of 200 or more to be considered as a high-need school district.
