Federal Statute

Every Student Succeeds Act

Under the Every Student Succeeds Act, states must report on whether economically disadvantaged students and students of color are taught at disproportionate rates by teachers who are inexperienced, out-of-field, or ineffective. The state must also report on the progress of closing gapes in any disproportionate rates.

Elementary and Secondary Education Act

In July 2014, Secretary Arne Duncan announced the federal Excellent Educators for All initiative to "move America toward the day when every student, in every public school is taught by excellent educators."

The Elementary and Secondary Education Act required all states to submit plans regarding how the state will insure that low income and minority children do not have higher rates of experiences with unqualified, inexperienced, or out-of-field teachers. The law also required states to address how they would monitor and report on the plan's progress.
