Annual Measurable Achievement Objectives (AMAO)

There are three categories of achievement objectives for LEP students: (1) progress toward acquiring English language proficiency, (2) attainment of English language proficiency, and (3) adequate yearly progress (AYP) of the LEP subgroup in English Language Arts and in mathematics.

Progress Target The state target for 2006 is for fifty-five percent (55%) of LEP students to make progress toward acquiring English proficiency.

Attainment Target Attainment of English language proficiency is defined as scoring at the transitioning level on MEPA. The Department calculated 2006 English language proficiency attainment targets for each district based on students’ number of years in US schools and baseline English language proficiency levels.

AYP in English Language Arts and Mathematics by LEP Subgroup

Districts that do not meet all three AMAOs for their LEP students must inform the parents of all LEP students in the district of the district’s performance. This notification must be provided within 30 days of the receipt of this memorandum, in an understandable format and, to the extent practicable, in a language that parents can understand. The Department suggests that districts required to notify parents use this as an opportunity to explain the district’s programs and services for English Language Learners (ELLs) and to engage parents in public discussions of English language learner education.

Title III legislation also requires districts that do not meet the state English language proficiency AMAOs for two consecutive years to develop an improvement plan. The Department will provide guidance and assistance to districts to whom this requirement applies.
