2010 Annual Measurable Achievement Objectives (AMAO)
Title III requires that AMAOs are established for students in grades K-12, in three categories: (1) progress toward acquiring English language proficiency; (2) attainment of English language proficiency; and (3) Adequate Yearly Progress of the LEP subgroup in both English language arts and mathematics.
Progress Target The state target for 2010 is for sixty percent (60%) of LEP students to make progress toward acquiring English proficiency. Statewide, sixty percent (60%) of LEP students made progress. Attainment Target Attainment of English language proficiency is defined as scoring at the mid-point of Level 4 or above on the new MEPA test. A 2010 English language proficiency attainment target was determined for each district based on its students' number of years in Massachusetts. Additional information on how attainment was calculated is included in the Guide.

Districts that do not meet one or more of the AMAOs for their LEP students must inform the parents of all LEP students in the district of the district's performance. This notification must be in an understandable format and, to the extent practicable, in a language that parents can understand. This notification must be provided by April 2, 2011, which is within 30 days of the posting of the final reports on the Department's website. Also, a copy of the parent notification letter must be uploaded into the district's Title III folder through the security portal. The Department suggests that districts required to notify parents use this as an opportunity to explain the district's programs and services for English Language Learners (ELLs) and to engage parents in public discussions of English language learner education.
Title III also requires districts that do not meet one or more of the AMAOs for two consecutive years to develop an improvement plan. The Department will notify districts in this status and provide guidance and assistance.
Title III legislation additionally requires that if a district has not met one or more of the AMAOs for four consecutive years, corrective action must be implemented by the state. The Department will also notify these districts of their status and of the required corrective action.
