Limited English Proficient (LEP) Students and Program Types
Under M.G.L. Chapter 71A, LEP students should be enrolled in a sheltered English immersion (SEI) or two-way bilingual program unless a parent has requested a waiver for bilingual education or requested that their child not receive an English language learner program (opted out). In March 2005, Massachusetts public school districts reported that 38,501 students were enrolled in SEI programs. 822 students were enrolled in two-way bilingual programs, 1,952 students were enrolled in transitional or other bilingual programs, 2,741 students were "opted out" of ELL programs, and 5,907 students were reported as not participating in an ELL program.1

- 00 Not enrolled in an English language learner program
- 01 Sheltered English immersion - A full day of grade-level subject matter and English language instruction modified to be comprehensible to and permit participation by the LEP students in the classroom at their level of English language proficiency. All instruction and materials are in English.
- 02 Two-way bilingual - A bilingual program in which students develop language proficiency in two languages by receiving instruction in English and another language.
- 03 Other bilingual education - An instructional program, including transitional bilingual education, in which the native language of the LEP student is used to deliver some subject matter instruction. These programs must also provide for English language instruction. (for waivered students only)
- 04 LEP student whose parent/guardian has consented to opt out of all ELL programs offered in the district
