Spreadsheet Issues, 2015-2016 End of Year Financial Report

FY16 End of Year Financial Report workbooks are currently available in the MassEdu Gateway (security portal).

School officials completing the FY16 End of Year Financial Report (EOYFR) are encouraged to contact DESE about any technical difficulties they encounter (downloading and uploading, macros, printing, cell references, etc). If such problems are confirmed, this document will identify them and explain how to correct them if necessary.

  1. Amendment smart form
    The FY16 amendment smart form is available on the MassEdu Gateway, under School Finance in the application list. Amendments to last year's FY15 reports can still be made.

    Do not use Firefox or Mozilla when completing the amendment smart form.

  2. Schedule 2 pre-populated data error
    The Excel workbook was populated in error for districts with LEA codes between 001 and 406. It is causing edits to appear; those can be disregarded. Regional districts' are the only districts that must complete this schedule. Their files were correctly populated.

  3. Title IIA final grant payments
    For many districts, the last Title IIA payment in FY16 was made after End of Year reports were populated with grants data. This last payment is therefore not reflected in the grant revenue. Grant detail included in the EOYFR can be found on the FY16 EOY website. Districts should add those payments to the appropriate revenue line and column; grant revenue cells are not locked.

  4. Transportation reimbursements
    If a district received reimbursement for non-resident vocational transportation, the amounts populated for transportation reimbursements in cell I31 will not agree with the amount you received. The cell is locked so we will need to fix the file once it is submitted.

Helpful Hints

  • If you get a macro error on Schedule 3, it usually is caused by saving the file with a name other than "16eoyXXX.xls" where XXX is your 3 digit lea code. Watch for "(1)" in the file name if you're using your desktop—save it to the original file name. Be sure to save to Excel 2003 (extension .xls) and not a later version.

  • Enabling macros: macros must be enabled for the Schedule 3 update or print macros to work. Some spreadsheets have security set at the highest level in the "tools\macros\security" menu. A lower level usually works, although in some cases it is a local network problem. The Windows 7 command sequence is Developer\macro security\enable all macros\ok\file save. Save the file and then reopen.

  • Remember that there is a customized print menu: Hit "control p". Your own printer settings control the size.

  • If numbers appear on the screen as asterisks, use a higher zoom level (View\Zoom).
