Content Institutes for 2003

Request for Proposals
Content Institutes for 2003

To: Interested Parties

From: David P. Driscoll, Commissioner of Education

Date: December 20, 2002

Since the enactment of the Education Reform Act of 1993, the Massachusetts Department of Elementary and Secondary Education has published Curriculum Frameworks in the arts, English language arts, foreign languages, health, history and social science, mathematics, and science and technology/engineering.

To support implementation of these Curriculum Frameworks, we annually provide opportunities for Massachusetts educators to strengthen their knowledge of discipline-specific content. In 2002, more than 1000 teachers and administrators attended 52 content institutes held across the state. The ultimate purpose of these institutes is to give educators specific content knowledge to improve student achievement.

The Department is now seeking proposals for content institutes that will take place in the spring and summer of 2003. Our first priority for funding is for institutes in selected areas of mathematics, English language arts, and history and social science. Our second priority for funding is for institutes in selected areas of science and technology engineering, the arts, and foreign languages. Funding is also available for institutes that incorporate appropriate instructional technology with content from one of the priority areas.

Proposals may be submitted by partnerships of 1) a Massachusetts public school district, collaborative, or charter school working in collaboration with 2) a Massachusetts college, university, cultural institution, or professional educational organization. The school district, collaborative or charter school must apply for the funds on behalf of the partnership. The Department of Elementary and Secondary Education will advertise these institutes statewide and assist in recruiting participants.

The enclosed materials provide guidance in preparing an application to this Request for Proposals (RFP). For further program information, please contact Joan McNeil, at the Massachusetts Department of Elementary and Secondary Education (781) 338-6227, or jmcneil@doe.mass.edu.
