Grants and Other Financial Assistance Programs: FY2015

Massachusetts 21st Century Community Learning Centers - Enhanced Programs for Students with Disabilities
Fund Code: 245-B

Purpose: The purpose of this grant program is to enhance the capacity of current 21st Century Community Learning Center programs (CCLC) to include students on an Individual Education Plans (IEP) into an array of activities designed to complement their school-day programs, advance student achievement, and provide opportunities for socializing and participating with peers without disabilities.
Eligibility:

  • Districts must designate (a) liaison(s) to the 21st CCLC program to ensure that students on an Individualized Education Program (IEP) have full access to the program.

Fund Use: Funds must be used to support the enhancement of existing 21st CCLCs' capacity to fully and appropriately include students on an IEP. Services must be offered during non-school hours or periods when school is not in session.

Allowable expenses include but may not be limited to:

  • Stipends for specially trained instructional staff;
  • Stipends for health care, instructional assistants and/or other support staff;
  • Stipends for additional planning time;
  • Professional development, technical assistance and/or consultation services (e.g. proper use of adaptive equipment, language of instruction for students with disabilities, creating an inclusive environment, etc.);
  • Transportation (applicants must demonstrate that other means are not available);
  • Program or adaptive materials.

No more than 10% of the budget may be used for program materials. Exceptions to the 10% limit for materials and supplies may be made in instances where specific equipment such as alternative or augmentative communication devices/aids or assistive technology is needed to meet the needs of program participants. In such instances, a justification for the expense must be included.

Funding: A total of approximately $170,000 is available for grants.

The maximum grant award per site is $10,000 for school year and summer programming combined. Districts/Communities may apply for up to a maximum of 3 sites.

Continued funding through FC 245, pending budget appropriations, are expected to be available until and through the individual 21st CCLC site's final year within their FC 647-A or B2 funding cycle (this would be a maximum of 3 years).

In FY15 (year one), all applicants are required to have a 10% match in funds requested. For those eligible for continuation funding in year two (FY16), a 15% match of the original grant award will be required. For those eligible for continuation funding in year three (FY17), a 25% match of the original grant award will be required.

Eligibility for continued funding in years two and three (FY16 and FY17) will be based on evidence that the program has met the priorities of this grant and has submitted yearly progress updates and reapplications; timely submission of required data that demonstrate the maintenance of attendance levels and program quality; and evidence that the grantee is working towards sustaining the program beyond the grant period.

Please note that the match cannot be from 21st CCLC federal funds. Programs are encouraged to coordinate services with efforts funded through other federal, state and/or local dollars such that these efforts contribute to providing a similar level and quality of services. All or any portion of the match may come in the form of in-kind contributions such as training and technical assistance from the special education department, transportation costs (other than those outlined in an IEP), equipment, etc.

Date Due: Grants will be accepted on a rolling basis up through Friday, December 5, 2014.
Proposals will be reviewed in the order in which they are received. Proposals will be awarded funding if all requirements are met, and until all available funds are awarded. Note: should requests exceed available funding, the Department may limit the number of sites awarded per grantee. A message will be posted on the 21st CCLC grant recipient webpage once funding is no longer available.

  1. For Microsoft Office 2000/2003, you may need to change the security setting in Excel before opening the file. In Excel, click 'Tools', 'Macro', and then 'Security'. When the dialog box appears, change the security setting to 'Medium' and then click 'OK'. You can now open the budget file.

  • Recipients will be required to utilize the Survey of Academic and Youth Outcomes (SAYO) for all students served by these funds. Any accommodations or modifications to the test administration for students with IEPs should be described in the written evaluation.

  • Recipients will be required to complete and submit student data forms for all programs and services funded by this grant.
