Grants and Other Financial Assistance Programs: FY2015

Adult Career Pathways
Fund Code: 541

Purpose: The purpose of the Adult Career Pathways grant program is to support eligible adult students' career-related goals, and strengthen their preparation for employment opportunities and/or occupationally specific education and training programs.
Priorities: The priority is to support ABE/ESOL instruction that integrates the priority or priorities identified by the regional workforce systems to assist students in acquiring the academic skills and career information necessary to gain access to a career pathway.

The Department awards this funding through collaboration with its regional workforce partners. The funding priorities were determined in consultation with regional workforce partners and are specific to each region.

  1. Berkshire: Berkshire County Regional Employment Board
    ASE instruction (GLE 9-12) with curriculum contextualized to work readiness and career pathway development. Program design must include career and educational counseling focused on college and work readiness.

  2. Boston: Economic Development Industrial Corporation/Jobs & Community Services
    Boston will support a range of program models that addresses the needs of various student populations who require the high school equivalency credential in order to move to their next step and career goals: Intensive (15-20 hours per week), fast track ASE (GLE 9-12), or ASE Plus program models with curricula contextualized to work readiness skills, career exploration, and/or industry sectors. Curricula should be designed to support student goals of entry into occupational training, post-secondary education, or employment. ASE Plus programs should target writing, math, and science instruction. Support services are required in all program models and must include advising, case management, or coaching. Flexible scheduling, including weekend and/or evening services is preferred.

  3. Bristol County: Bristol Workforce Investment Board
    Intensive pre-ASE, ASE, or ESOL instruction (GLE 6-8.9, GLE 9-12, or SPL 5 and above; 20+ hours per week) targeted toward unemployed individuals being served at the region's One-Stop Career Centers. Pre-ASE, ASE level preferred but ESOL will also be considered. Curriculum shall be contextualized to work readiness and career exploration. Program design must include career and educational counseling focused on college and career readiness. Day classes preferred.

  4. Brockton: Brockton Area Workforce Investment Board
    ESOL (SPL 5 and above) instruction with curriculum contextualized to industry sectors that are in demand regionally; such as manufacturing, healthcare and finance. Program design must include career and educational counseling focused on college and career readiness that prepares individuals for a career ladder. Knowledge of the Brockton area labor market and community partnerships are required.

  5. Cape and Islands: Cape and Islands Workforce Investment Board
    Pre-ASE or ESOL instruction (GLE 6-8.9 or SPL 4 and above), with curriculum contextualized to career awareness or exploration and overviews of industry sectors, including health care, hospitality, retail, high technology, construction, financial services, and marine science and technology. The program design must include career and educational counseling focused on college and work readiness.

  6. Central Massachusetts: Central Massachusetts Workforce Investment Board
    Intensive ESOL or high school diploma equivalency instruction (SPL 5 and above for ESOL; 12 or more hours per week), with curriculum to include work readiness and contextualized to the following specific industry sectors: health care, STEM (science, technology, engineering, and math) or manufacturing. The program design must include career and educational counseling focused on college and work readiness.

  7. Franklin/Hampshire: Franklin/Hampshire Regional Employment Board
    ASE or ESOL instruction (GLE 9-12 or SPL 5 and above), with curriculum contextualized to industry sectors including health care and manufacturing, with math or writing instruction that is accelerated and/or targeted to a specific industry. The program design must include counseling that addresses career awareness and is focused on post-secondary education and employment, and an overview of the following industry sectors: health care, manufacturing and green jobs and STEM careers (science, technology, engineering, and math). The following program design elements are preferred: (a) evening or other non-traditional hours, (b) inclusion of family literacy goals, or (c) strategies relating to adult learners' readiness for college and career.

  8. Greater Lowell: Greater Lowell Workforce Investment Board
    Intensive ASE or ESOL instruction (GLE 9-12 or SPL 5 and above; 15-20 hours per week), with curriculum contextualized to post-secondary education, career, and work readiness including labor market information and career pathway information from high school equivalency to B.A. degrees. Curriculum should be contextualized to include either focus on specific industry sectors or overviews of all of the following sectors: health care, advanced manufacturing, life sciences, and clean/green energy. The program design must include career counseling focused on post-secondary options, including occupational training.

  9. Greater New Bedford: Greater New Bedford Workforce Investment Board
    Intensive instruction for ASE, High School Equivalency (formerly GED), or ESOL (GLE 6-8.9, GLE 9-12, or SPL 4 and above); 15-20 hours per week, with curriculum contextualized to build readiness to succeed in college, occupational training, or careers. Curriculum may be contextualized to WIB identified industry sectors for which entry level occupations exist, including career exploration in those sectors, and the integration of technology into the curriculum. Inclusion of distance learning and evening or week-end classes or other services preferred. Program design must include education and career advising.

  10. Hampden County: Hampden County Regional Employment Board Design may include ESOL (SPL 5 and above) and/or ASE (GLE 9-12) instruction for 20+ hours per week for a minimum of 24 weeks, for 12-15 students. Program design must include intensive career assessment and advising that helps students to choose a career focus before or during participation in the career pathways program, and documents individual education and career plans for each student.
    Curricula must be contextualized to local industry sectors, including but not limited to: health care, precision manufacturing, clean technology, financial and business services, and early childhood education. Computer instruction, math, reading and writing for business settings, and college readiness must be incorporated into both the ESOL and the ABE curriculum. Supervised distance learning, online resources, employer speaker panels, and college and career related field trips may also be included.
    Positive student outcomes include: successful transition to post-secondary education (degree or certificate program), a transition to college program, job training, or employment.
    Grantees must participate in a professional learning community convened by the Regional Employment Board of Hampden County, Inc. (REB), Literacy Works. Quarterly meetings will provide the opportunity for programs to share best practices in the areas of student recruitment and screening, assessment, career exploration strategies, contextualized curriculum, career advising, and achieving positive outcomes. The REB will work with providers to strengthen relationships with local industry sectors and employers, One-Stop Career Centers, and education and training programs and resources, for the purposes of enhancing Career Pathways programming and increasing job placement rates. This learning community will also explore the possibility of collaborating to create a regionalized ABE/ESOL career pathways system that coordinates student learning opportunities across programs, which may lead to cohorts of students with shared college and career goals.

  11. Merrimack Valley: Merrimack Valley Workforce Investment Board
    Intensive jobs-related instruction through ESOL SPL 4 and above, and/or Pre-ASE and ASE classes. Curriculum should be contextualized where possible to promote work and career readiness and awareness, particularly in the MVWIB priority sectors of health careers, advanced manufacturing, green jobs and STEM-related job opportunities.

  12. Metro North: Metro North Regional Employment Board
    ESOL and ASE instruction (SPL 5 and above or GLE 9-12) with curriculum contextualized to work readiness and career development and focusing on one or more priority industry sectors of healthcare, life science, information technology, advanced manufacturing, and/or STEM occupations (Professional, Technical, and Scientific Industry).

  13. Metro South/West: Partnerships for a Skilled Workforce, Inc.
    Partnerships for a Skilled Workforce (PSW) for the Health Care Learning Network™ (HCLN). HCLN™ is a web-based, four-course, college preparatory program that integrates (1) contextualized health care content with science, computer, reading and math instruction, and (2) college study skills, critical thinking skills, and digital literacy. The curriculum, course management, learning management system and technical assistance will be provided by PSW. The Community Adult Learning Center will recruit students, assess the match between the applicant and HCLN™, teach HCLN™, orient new students, and provide student support, including resolution of personal, family and other life problems that interfere with study. The successful learning centers may be asked to participate in an evaluation to measure student success and satisfaction. PSW strongly encourages collaborative applications from the CALC's in order to reach and enroll the greatest number of students and to form a professional learning group among the teachers.

  14. North Central: North Central Workforce Investment Board
    ASE instruction (GLE 9-12) with curriculum contextualized to provide career awareness and career pathway development. Program design must include career and educational counseling focused on college and work readiness with overviews of the following industry sectors: health care and advanced manufacturing including bio-manufacturing.

  15. North Shore: North Shore Workforce Investment Board
    ASE or ESOL instruction (GLE 9-12 or SPL 5 and above) with curriculum contextualized to one or more of the following industry sectors: healthcare, manufacturing, financial services, construction or life sciences. Curriculum should include basic algebra, reading and writing for business settings, and college readiness. Program design may include intensive instruction, on-line learning, industry speaker series or a combination of these. The program design must also include intensive career counseling for all participants, allowing them to choose a career focus before or during participation in the career pathways program, and documented career assessment and plan. Priority will be given to proposals that indicate new and creative ways to recruit participates from within existing pools of ABE students as well as external candidates.

  16. South Shore: South Shore Workforce Investment Board
    Intensive instruction in ASE or ESOL (GLE 9-12 or SLP 5 and above; 10-20 hours per week), with curriculum contextualized to career and college readiness. The program design must include an expanded math curriculum to include pre-algebra or algebra instruction and expanded counseling or case management to support students moving to post-secondary education and careers.

Eligibility: Eligible applicants are current recipients of ESE-funded Community Adult Learning Center grants (Fund Codes 340/345/359) including local educational agencies, community-based organizations, volunteer literacy organizations, institutions of higher learning, public or private nonprofit agencies, libraries, public housing authorities, and other nonprofit institutions that provide literacy services to adults and families.
Funding: Refer to Table 1 for specific regional allocations for Fund Code 541. All allocations are subject to state and federal appropriations.
Fund Use: Funds may be used to support personnel and non-personnel costs related to establishing or operating adult career pathways programs in ESE-funded Community Adult Learning Centers that provide adult basic education instruction and related services addressing the regional priority or priorities of the region the applicant proposes to serve. (See Priorities section above.)

Allowable activities are those described in sections 203 and 231(b) of the Adult and Family Literacy Act, (AEFLA), referenced as Title II of the Workforce Investment Act (WIA) of 1998. Specifically, such activities include services or instruction below the postsecondary level, including adult education and literacy services, workplace literacy services, family literacy services, and or English literacy programs. Adult education funds may not be used to support occupational training.

Eligible students are individuals who have attained 16 years of age, and are not enrolled or required to be enrolled in secondary school under state law, and who:

  • lack sufficient mastery of basic educational skills to enable the individuals to function effectively in society,
  • do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education, or,
  • are unable to speak, read, or write the English language.

Not less than 75 percent of funds must be spent on adult basic education direct services; not more than 25 percent may be spent on administrative costs, including indirect costs.

Agencies with an approved federal indirect cost rate (IDC) shall not receive more than an 8% indirect rate for adult education programs. Agencies with an ESE-approved indirect cost rate shall not receive more than a 5% indirect rate for adult education programs.

Project Duration: Upon approval through 6/30/2015 (Fund Code: 541); conditionally renewable for up to an additional two (2) years.

Grants for Adult Career Pathways are awarded for a maximum duration of three (3) years, subject to satisfactory performance, the appropriation of state and federal funds, and the continuance of federal authorizing legislation.

FY 2015 Statement of Assurances for Adult Career Pathways Programs
Required Appendices: Appendix H: Job descriptions with minimum required qualifications for each key position on the grant.
Additional Requirements: Compliance with the Americans With Disabilities Act of 1990, As Amended, is a pre-requisite to receipt of a grant award.

Applicants are required to provide an auditable matching share of 20% of the total amount of the requested grant award.

Upon notification of funding, all successful Adult Career Pathways applicants will be required to enter funded classes and other program design elements in SMARTT and develop detailed Memoranda of Agreement with regional workforce development collaborators.
