Massachusetts Early Literacy Intervention Program

||This state-funded competitive grant program provides funds to support ongoing professional development for Reading Recovery, an early intervention individual tutorial literacy program, designed as a short-term intervention program for children who are at-risk of failing to read in first grade.
This grant program supports implementation of district standards and indicators in Table I below. Applicants should be deliberate and intentional in the use of grant funds to support these standards and priorities. Grant applications will be reviewed in part on the basis of how likely the respondent's implementation plans are to result in improvements in these areas. This grant program supports implementation of the following district standards and indicators:

||Research demonstrates that the vast majority of students can learn to read and write through effective classroom instruction. Some students, however, may require short-term individualized early intervention. This grant program encourages districts to propose the following:
Support Reading Recovery, an early intervention individual tutorial literacy program that provides short-term intervention for students who are at risk of failing to learn to read by the end of first grade. This program should include:
- a process for identifying students most in need of additional literacy support by mid-first grade;
- program teachers who receive ongoing professional development support in early literacy intervention; and
- ongoing documentation and evaluation of results, including subsequent referral to special education, retention, or long-term reading services.
The grant program encourages collaboratives along with school districts that are Reading Recovery training sites to propose the following:
Support a Reading Recovery regional training site for the ongoing professional development of teachers who can provide short-term individual tutorial early intervention literacy programs. This regional training site should include long-term university-based ongoing professional development for future teacher trainers that:
- requires teacher trainers to participate in concurrent training and implementation of the tutorial;
- has ongoing professional development curriculum centering on theory of literacy acquisition, teaching practice, and leadership; and
- results in a regional training site that coordinates data collection and reports program results in an annual report.
|Eligibility||Only Reading Recovery training sites are eligible to apply.|
|Funding:||Approximately $300,000 is available, pending state appropriation of the funds.|
|Fund Use:||Funds for the support of regional training sites must be used for professional development of Reading Recovery teachers. Funds are intended to be used for training, continuing contact, and related expenses. Regional training sites may also request funds for professional development for Teacher Leaders, Teacher Leader affiliation fees, and Teacher Leader institute travel costs. If funds applied for are to be used for the training of a Reading Recovery Teacher Leader, an application must be on file with the Massachusetts Teacher Leader Training Site prior to submitting a grant proposal.
