Grants and Other Financial Assistance Programs: FY2016

Title I, Part A
Fund Code: 305

Purpose:Title I, Part A of the federal Elementary and Secondary Education Act (ESEA) provides supplemental resources to local school districts to help low-achieving students in high-poverty schools meet the state's academic standards.

The priorities of Title I, Part A are to:

  1. Strengthen the core program in schools and provide academic and/or support services to low-achieving students at the preschool, elementary, middle, and high school levels;
  2. Provide programs based on scientifically based research that enable participating students to achieve the learning standards of the state curriculum frameworks;
  3. Elevate the quality of instruction by providing eligible staff with substantial opportunities for professional development; and,
  4. Involve parents/guardians of participating public and private school children as active partners in their children's education at school through open, meaningful communication, training, and, as appropriate, inclusion in decision-making processes.

The Title I, Part A grant program also supports implementation of Massachusetts' District Standards and Indicators and the state's high priority strategies for increasing student achievement; in so doing the program serves to strengthen the capacity of school districts to educate the Commonwealth's neediest children.

Specifically, the Title I, Part A grant program may be used in support of the following district standards, indicators, and state priorities. Please note that certain limitations may apply based on Title I school program type:

Eligibility:A district is eligible to receive funds based on criteria established by the United States Department of Education (ED). Grants are awarded to local school districts after state review and approval of the local plan.
Funding:Title I, Part A allocations will be posted on the Grants Management website when they become available.
Fund Use:Funds may be used to provide academic, instructional, and support services for eligible students, professional development activities for staff, support for parent involvement activities, and the purchase of appropriate supplies and materials.
Proposal Requirements:Applicants must describe how their proposed uses of grant funds support one or more of the identified district standards/indicators and state priorities, within the framework of the priorities for Title I.

Note: Applications can legally claim expenses to the grant only from the date of final DESE approval. Therefore, it is essential to have district contact staff that can be reached in July and August to respond to questions, as needed.
Submission Instructions: Upload to the DESE Security Portal one copy of the FY16 Title I Application workbook along with a PDF of the signed copy of the Cover Sheet with an original signature of the Superintendent/Executive Director. The destination folder is entitled Title I and Title IIA Grants, located in Drop Box Central.
