Grants and Other Financial Assistance Programs: FY2016

Promoting Adolescent Health and School Success
Fund Code: 649

Purpose: The purpose of this federally funded grant is to enable districts to plan, coordinate and implement four components of adolescent health:
  1. Exemplary sexual health education (ESHE)
  2. Safe and supportive learning environments (SSLE)
  3. Access to key sexual health services (SHS) including ones that are supportive of LGBT students
  4. Related policies and procedures.
Priorities: The priority of this grant is to provide funds to districts with low performing schools and the highest teen birth and teen STD rates in order to assist them in developing a coordinated school health program that reduces teens' risks for early parenting and sexually transmitted infections and improves school outcomes.

In applying for these funds, districts ensure that a team lead will be designated to be responsible for:
  • Attending all required trainings sponsored by the Department of Elementary and Secondary Education.
  • Continuing the work of the School Health Advisory Council (SHAC), a local team of health teachers, administrators, health professionals, parents, youth and others to oversee the implementation of the districts plans for the 4 approaches (ESHE, SSLE,SHS, Policy).
  • Working with DESE's TA providers to develop and implement local plans.
  • Participating in all program evaluation activities
Eligibility: The Department will make awards to districts that participated in the program in SY 14-15
Funding: Applicants should submit applications based on the following funding levels:
  • Brockton Public Schools: $5,100
  • Chelsea Public Schools: $5,100
  • Chicopee Public Schools: $5,100
  • Fitchburg Public Schools: $4,500
  • Framingham Public Schools: $5,100
  • Leominster Public Schools: $5,100
  • Malden Public Schools: $5,100
  • New Bedford Public Schools: $5,100
  • Salem Public Schools: $5,100
  • Somerville Public Schools: $5,100
  • Taunton Public Schools: $4,500
  • Greater Lowell Technical District: $5,100
The Department reserves the right to alter the award to each funded school district. All eligible districts who apply will receive funding in FY2016, if they are able to meet all program obligations.

Important note about further funding:
It is anticipated that all districts participating in FY2016 will be eligible to apply for funding in FY2017 to continue and enhance this initiative through FY2018 pending availability of funds.
Fund Use: FY2016 funds can be used to pay stipends for team leaders, support release time for staff (e.g. substitutes or stipends) to attend professional development events, technical assistance sessions and other meetings. Funds can be used to purchase curricula and other classroom materials, and professional development. Relevant meeting and material costs may be included.
