Grants and Other Financial Assistance Programs: FY2017

Migrant Student Information Exchange (MSIX) State Data Quality Grant
Fund Code: 135

Purpose: The purpose of these non-competitive funds authorized by section 1308(b) of the Elementary and Secondary Education Act is to provide additional resources to assist in the implementation of the interstate electronic exchange of migrant children's records through the Migrant Student Information Exchange (MSIX).
Priorities: Funds can only be used to assist in the additional costs for various activities related to the transfer of the minimum data elements (MDEs) to and through MSIX. Examples of these activities include:
  1. Enhancements to the State's migrant or State student database to ensure the inclusion of the MDEs in accordance with MSIX data specifications;
  2. Staffing or information technology (IT) services needed for the collection, data entry, and maintenance of the MDEs or the connectivity to MSIX;
  3. Development of manuals, procedures, pamphlets, or other materials that support the implementation of the State's records exchange program; and
  4. Support for activities directly related to staff training on the use of MSIX, including staff attendance and travel to MSIX meetings and workshops.
Eligibility: EDCO Collaborative, the award recipient of the Massachusetts Migrant Education Program grant for FY17 (fund code 308).
Funding: A total of $67,741 is available for one year (FY17). These are reallocated funds under the Tydings Amendment that must be obligated by September 30, 2017. Therefore, the sub-grantee must encumber all funds by August 31, 2017.
