||The purpose of these competitive grant funds is to provide funding to an organization that identifies and addresses the special needs of children of current and former migratory agricultural workers and fishers. Specifically, the Massachusetts Migrant Education Program (MMEP) will:
Ensure that migrant children receive full and appropriate opportunities to meet the same challenging state academic content and student academic achievement standards that all children are expected to meet;
Ensure that migrant children who move among the states are not penalized by disparities among states in curriculum, graduation requirements, and state academic content and student academic achievement standards;
Support high quality and comprehensive educational programs for migrant children to help reduce the educational disruptions and other problems that results from repeated moves;
Ensure that migrant children are provided with appropriate educational services (including support services) that address their special needs in a coordinated and efficient manner;
Design programs to help migrant children overcome educational disruption, caused by cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of the children to do well in school and to prepare migrant children to make a successful transition to post-secondary education or employment.
||In general, the priority of the Department of Elementary and Secondary Education (DESE) is to fund an organizational environment that facilitates the operation of the State Title I Migrant Education Program in the most cost-effective manner designed to meet the needs of migrant children. More specifically, the sub-grantee must:
Operate an organizational mission compatible with the present goal of the MMEP
The goal of the Migrant Education Program is to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete a GED) that prepares them for responsible citizenship, further learning, and productive employment;
Provide a management structure that facilitates the day-to-day operation of the MMEP including employment of a full-time MEP director;
Meet the programmatic elements of the MMEP;
Advocacy and outreach activities for children and families;
Programs to facilitate the transition of secondary school students to post-secondary education or employment;
MSIX Record Transfers; and
The grantee will be responsible for providing coverage of the full-time MMEP employees in the appropriate retirement system through the grantee's retirement system.
|Eligibility: ||Educational Collaboratives or other Education Entities with the capacity to provide a statewide delivery system. One entity will be selected.|
|Funding: ||Subject to appropriation, meeting grant requirements, and submission of required documents, Fund Code: 308 grant will be awarded for a three-year funding cycle. $1,441,029.00 in funding is available for FY17. Continued funding in years two (FY18) and three (FY19) will be subject to future appropriations.|
|Fund Use: ||Management of the MMEP, assistance and support of the Department in the provision of Title I Migrant Education projects at identified project sites.|

||The sub-grantee must demonstrate the capacity to provide an annual evaluation that assesses the effectiveness of the migrant education program and projects, including components outlined in the evaluation toolkit. The sub-grantee must assure to operate the program in compliance with all state and federal regulations. DESE will perform onsite monitoring and evaluation activities at the sub-grantee sites as necessary to insure compliance with federal and state laws and regulations.|
Note Regarding Carryover Funds: The Fund Code: 308 grant recipient may request any Fund Code: 308 grant funds they were awarded in the prior grant year but were unclaimed or returned. The request and justification will be reviewed and if approved, DESE will provide details to the grantee about ways the funds may be spent to support grant purposes.
