Grants and Other Financial Assistance Programs: FY2018

Title I Part D Subpart 1
Fund Code: 306 Or 307 (DYS only)

Purpose:Title I, Part D, also called The Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent or At Risk, provides Title I funds to certain types of facilities under two subsections of the law. Subpart 1 provides funds to State houses of corrections, the Department of Youth Services, and the Massachusetts Department of Corrections.

Priorities: The priorities of Title I, Part D Subpart 1 are to assist correctional facilities in preparing individuals for post-incarceration by providing the following educational and other offerings:
  • supplemental instruction in core subject areas, such as reading and mathematics;
  • tutoring, counseling, and transition services;
  • vocational coursework that includes academic components;
  • HiSET Test Prep;
  • English as a second language;
  • family engagement; and
  • professional development.
Eligibility:A facility is eligible to receive funds based on criteria established by the United States Department of Education (ED). Eligible facilities include State Houses of Correction, the Department of Youth Services, and the Department of Corrections. Facilities provide a count of eligible students to the DESE on an annual basis that is then used to determine allocation amounts. Grants are then awarded to facilities after State review and approval of the grant application.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:Funds may be used to provide academic, instructional, and support services for eligible students, professional development activities for staff, support for parent involvement activities, and the purchase of appropriate supplies and materials.

Submission Instructions: Submit all required grant materials through EdGrants

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:
FY18 306/307 Title I Part D Subpar 1 Applicant Name

All required forms should be uploaded / attached in the Attachments List formlet of the Application Submission. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature or other authorized signature as well as an Affirmation of Consultation form(s) and Schedule A form, if applicable to your district. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
