Adult Basic Education Instructional Programs for Incarcerated Adults

Purpose:The purpose of this grant program is to establish free access to highly effective adult basic education services for eligible undereducated and limited English proficient adults in correctional institutions.
Priorities: The priority is to support ABE educational programs in Massachusetts correctional institutions (i.e., state prisons and county houses of corrections) that:
  1. provide eligible adult participants with a continuum of high quality academic programs below the postsecondary level to prepare them for high school equivalency;
  2. provide eligible adult participants with educational counseling, advising and support services to support the achievement of their college and career readiness goals;
  3. provide a highly qualified staff who (a) are prepared to implement a program wide curriculum aligned with the level-specific standards of the College and Career Readiness Standards for Adult Education; (b) have mastery of the content they teach, (c) are prepared to employ effective teaching methods based on research and evidence based practice;
  4. provide high quality ABE programs of sufficient intensity and duration to be effective;
  5. serve adults most in need of literacy;
  6. integrate the ABE program with workforce development and other educational services;
  7. demonstrate a firm commitment to the continuous improvement of programs and staff;
  8. offer integrated education and training programs by using ABE funds, or by leveraging other funds for the training component; and,
  9. comply with WIOA regulations
Eligibility:FY 18 is the final continuation year grant. All recipients awarded in the FY2013 Open and Competitive process are eligible to apply.

Submission Instructions: Grantees must use the online grants information system; Paper submissions will no longer be accepted.

Submit all required grant materials through the EdGrants website.

In EdGrants, applicants are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

FY18 563 Instructional Programs for Incarcerated Adults (Applicant name) and/or
FY18 285 Instructional Programs for Incarcerated Adults (Applicant name)
    (no acronyms, please)

All required forms should be uploaded in the Attachments List formlet of the Application Submission. This includes a signed / scanned PDF of Part I / Coversheet with CEO/Superintendent/Executive Director signature.
