FY2020: Career and Technical Education Student Organizations

Purpose:

The purpose of this federally funded continuation Career/Vocational Technical education (CTE) Student Organization grant program is to help participating students prepare for success after high school. The Strengthening Career and Technical Education in the 21st Century Act (Perkins V) permits funds to be used to support CTE Student Organization programs for the continuous improvement of Career/Vocational Technical education in Massachusetts. (We will be using Perkins IV criteria for the 2019-2020 grant year because we are in a transition year).

Priorities:

Priorities for this grant include, but are not limited to:

  • Closing the proficiency gap for underserved student populations.
  • Increasing the number of special needs students participating in the program, including students with disabilities; students with limited proficiency in English; students from economically disadvantaged families; students that are single parents and/or pregnant; and students pursuing careers that are nontraditional for their gender.
  • Increasing the overall number of students needing additional wrap around support(s) to be college and career ready.
  • Increase student outcomes on the six (6) Perkins IV secondary-level core indicators of performance.
  • The number of students projected to participate in skill development competitions and leadership events at the national and/or state level.

To help ensure that grant funded initiatives are based on and aligned with research-based standards of effective practice, the Department of Elementary and Secondary Education (DESE) requires that applicants connect their proposals to DESE's research-based District Standards and Indicators Download PDF Document and reflect the characteristics of successful districts. Intentionally aligning proposed initiatives to these standards and indicators will support applicants' effective planning and the strategic use of grant funds.

The CTE Student Organization grant program supports implementation of the District Standards regarding Student Support. Applicants should identify the specific indicator(s) that their grant proposal supports.

Applicants should also refer to DESE's additional standards of effective practice, which are linked to the specific District Standard identified below. Use of these standards is optional.


Eligibility:

Eligible applicants are those who were awarded the competitive grant for FY 19: Assabet Valley RSD (BPA), Bristol County Agricultural (FFA), Bunker Hill CC (DECA), Southeastern RVTSD (Skills USA) and Worcester State University who have documented experience working with students participating in Chapter 74 approved Vocational Technical education programs as well as Perkins programs.

Organization's with the capacity to deliver all required elements of the grant with a proven record of supporting participating students to prepare for success after high school.

Funding Type:

Federal Perkins: CFDA 84.048

Funding:

Funding will be available contingent on federal appropriation. A total of $450,000 will be available for this grant program. Grant awards for programming will be determined by the number of students projected to participate in skill development competitions and leadership events at the national and/or state level.

Tiers:
Tier 1 (up to one hundred students) — minimum of $15,000
Tier 2 (one hundred to ten thousand students) — minimum of $40,000
Tier 3 (above ten thousand students) — minimum of $150,000

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding is to become available it will be distributed under the same guideline as listed in the initial RFP document.

Fund Use:

Applicants are advised to refer to the DESE Grants Management Procedural Manual, the Fund Use section of the RFP, and the Massachusetts Perkins IV Manual (p.15, "Unallowable Uses of Perkins IV Allocation Grant Funds") for guidance in preparing the budget.

Project Duration:

Upon Approval through 8/31/2020.

Pending federal budget appropriation, continuation of funding will be available for a total grant period of up to 2 years to include FY21 and FY22.

Continuation of funding is contingent upon implementation of required grant activities and timely submission of required reporting and continuation of applications.

Submission Instructions:

Submit all required grant materials through EdGrants

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

FY20 (FC 414 and College, Career, and Technical Education) Applicant Name

All items listed under the required forms section of this RFP should be uploaded / attached in the Attachments List formlet of the Application Submission in EdGrants. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature and all required forms. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
