FY2020: Early College Support Grant

Purpose:

The purpose of this targeted grant is to provide financial resources to Early College programs designated in 2018 in order to support the expansion and commitment to equity regarding their Early College Designation. The resources are intended to support both the secondary school partner and the institution of higher education (IHE) partner in increasing the scale and sustainability of their Early College program. This grant cannot be applied towards either the secondary school's or the IHE's capital expenses.

Priorities:

Priorities for this grant include, but are not limited to:

Increasing thoughtful recruitment strategies to target students traditionally underserved in higher education. Such students may include: students who may be the first in their family to go to college, students of color, students who may be English language learners, students with disabilities, low-income students, or students who may otherwise not yet possess a perception that they may be a college going student.

Increasing enrollment of Early College students in order to promote equitable access to programming and develop a widespread supportive culture around postsecondary access and success.

Building capacity and bringing Early College programs to scale ensuring that students are strongly supported in their Early College pathways. Programs should specifically address how they will implement supports to help students overcome barriers to postsecondary access and success.

Eligibility:

Eligible applicants are school district partners with 2018 Early College Designated Programs. For programs interested in becoming an Early College Designated program, please refer to High Quality College and Career Pathways

Funding:

A district with one Early College designated high school in one designated partnership is eligible for up to $60,000.

A district with one Early College designated high school in two or more designated partnerships is eligible for up to $75,000.

A district with two Early College designated high schools in one or more designated partnerships is eligible for up to $90,000.

A district with three Early College designated programs in one or more Early College designated partnerships is eligible for up to $120,000.

A district with four or more designated high schools in one or more Early College designated partnerships is eligible for up to $180,000.

It is expected that the K-12 institution in an Early College partnership would be the fiscal sponsor. However, it is allowable for the Institution of Higher Education to serve this role with justification.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change. If more funding becomes available it will be distributed under the same guidelines that appear in this RFP document.

Fund Use:

Successful applicants will specifically demonstrate in their responses below how the targeted funds from the state will help the applicants continue to scale and expand capacity in their designated Early College programs in an equitable manner. Applicants should signify how their Early College pathway adheres to the five guiding principles of the designation criteria, with emphasis on equitable access.

Equipment including computer hardware, (e.g. laptops) and student stipends may not be funded by this implementation grant.

Submission Instructions:

Submit all required grant materials through EdGrants

In EdGrants, districts are required to create and name the project. Please use the following naming convention for your "Applicant Project Name" in EdGrants:

FY20 FC 460 Early College Applicant Name

All items listed under the required forms section of this RFP should be uploaded / attached in the Attachments List formlet of the Application Submission in EdGrants. This includes a signed / scanned PDF of Part I / Coversheet with Superintendent's signature. The final budget the applicant is requesting will be entered directly into EdGrants as part of the application submission process.
