FY2020: Strategic Support for Specific Underperforming Schools

Purpose:

The purpose of this grant program is to provide funding for Local Education Agencies (LEAs) to implement Turnaround Plans in their low performing schools.

Eligibility:

This grant opportunity is open to Chelsea Public Schools which was awarded 539 Level 3 School Turnaround Grant in FY19. Funding will be used for incentive pay for educators related to previous competitive funding from the grant. This funding is contingent upon Department receipt of federal Title I funds.

Funding:

Based on a combination of Massachusetts' federal School Improvement Grant (SIG) allocations and federal Title I funds, LEAs are awarded a Strategic Support for Underperforming Schools from July 1, 2019 through June 30, 2020. Budget amounts that differ from the originally projected total must be accompanied by a compelling rationale and evidence must align with the priorities and strategies outlined in the application. A detailed FY20 budget is required. FY21 funding will not be available. The original award total cannot be increased.

Funding is contingent upon availability. All dollar amounts listed are estimated/approximate and are subject to change.

Fund Use:

Fund use must be consistent with applicable state and federal requirements. All expenditures must closely align with the implementation of the turnaround plan. LEA level expenditures must directly support the implementation of the turnaround plan at the identified schools.

Unallowable expenditures:

  • Contract buyouts.
  • Capital expenses.
  • Purchase of technology, computer software or hardware, unless a compelling case can be made for how these materials are necessary to fully implement the proposed intervention.

All expenditures will be closely reviewed as they relate to the priorities of this grant opportunity.

Project Duration:

FY20 Fund Code 539 Upon Approval (no earlier than July 1, 2019) – August 31, 2020

FY21 funds will not be available.
