Subject: Title II-B Mathematics and Science Partnership Grant Opportunity

I am pleased to announce a Request for Proposals (RFP) for the Massachusetts Mathematics and Science Partnership (MMSP) Program, funded through Title II, Part B, of the federal education act, No Child Left Behind.

The purpose of the MMSP program is to improve student achievement in science, technology/engineering, and mathematics (STEM) through intensive, high-quality professional development activities that focus on deepening teachers' content knowledge and improving standards-based practices. MMSP partnerships must include a high-need school district, a mathematics, science, and/or engineering department from an institution of higher education, and a local evaluator.

The Board and Commissioner of Elementary and Secondary Education have established five priority areas for public pre-K-12 education in Massachusetts. The MMSP grant program is designed to align with three of the priority areas: to improve mathematics performance in the middle grades, 4-8; to improve educator effectiveness through ongoing and systemic professional development; and to better prepare students for college and careers, grades 6-12.

Priority will be given to proposed MMSP partnerships that develop and offer a program of professional development for middle school STEM teachers that supports implementation of their subject area standards by drawing connections across disciplines and strengthening their ability to help students apply mathematics and science to solve problems in everyday life, society, and the workplace. This program should equip STEM teachers to integrate mathematical and scientific practices as well as standards for literacy in science and technical subjects to improve student understanding and communication.

Over the past eight years, the Department has awarded 29 partnerships across the state. This year, approximately $900,000 is available to fund the next cohort of partnerships on a competitive basis. Grants will be awarded for a period of up to three years based on successful progress towards meeting the goals established for the program and upon funding appropriation. The due date for submission for Title II-B proposals is Friday, December 2, 2011.
