Grants and Other Financial Assistance Programs: FY2012

Perkins Secondary Allocation Grant 2011-2012
Fund Code: 400

Purpose: The purpose of this federal grant is to assist school districts in improving secondary-level programs that meet the definition of career and technical education as contained in the Carl D. Perkins Career & Technical Education Improvement Act of 2006 P.L.109-270 (Perkins IV).
Priorities: The priority is to close the achievement gap for special populations on the Perkins IV core indicators of performance as set forth in Perkins IV .
Eligibility: Information on eligibility is contained in the Massachusetts Perkins IV Manual. If applicable, the following requests should be made in writing by July 1, 2011 to the Administrator, Office for Career/Vocational Technical Education, Massachusetts Department of Elementary and Secondary Education, 75 Pleasant Street, Malden, MA 02148-4906:
  • request to submit a local plan and grant application for the first time under Perkins IV;
  • request for a waiver of the minimum dollar amount;
  • request to form or join a consortium; and
  • request to transfer allocation.
Funding: For planning purposes, districts should use last year's allocation amount reduced by 10%. Districts will receive notice from the Office for Career/Vocational Technical Education of their actual secondary allocations when USED provides the state allocation and amounts are computed. Perkins IV is the funding source.
Fund Use: Perkins IV allocation funds must be used to improve career and technical education programs in accordance with Perkins IV and the Massachusetts Perkins IV Manual. At least a portion of allocation funds must be used for activities and services aimed at closing the achievement gap. In addition, at least a portion of allocation funds must be used for professional development. Funds shallsupplement, and shallnot supplant, non-federal funds.

Date Due: Arolling submission periodhas been established for submission of the Standard Contract Form and Application for Program Grants. In order to be reasonably assured that funds will be available by the beginning of the school year, the Standard Contract Form and Application for Program Grants should be submitted by Friday, July 8, 2011.

Standard Contract Forms and Applications for Program Grants submitted or approved after September 1, 2011 can legally claim expenses to the grant only from the date of final Department approval. Therefore, it is important to have school district staff that can be reached during July and August to respond to questions, as needed.
