Grants and Other Financial Assistance Programs: FY2012

Perkins - FFA An Organization for Students Studying Agriculture 2011-2012
Fund Code: 414-A4

Purpose: The Carl D. Perkins Career and Technical Education Improvement Act of 2006 P.L. 109-270 (Perkins IV) permits funds to be used for the support of career/vocational technical education student organizations, especially with respect to increasing the participation of students who are members of special populations. The Department seeks to provide funds to coordinate the Massachusetts FFA student organization statewide.
Priorities: Priorities are to increase the participation of students who are members of special populations (students with disabilities, students with limited proficiency in English, students from economically disadvantaged families, including foster children, students who are single parents and/or pregnant, and students pursuing careers that are non-traditional for their gender).
Eligibility: The school district that was funded for 2010-2011 is eligible to respond to this continuation Request for Proposals.
Funding: Total Funds Available: $40,000. The grant may be renewable for additional fiscal years based upon performance and availability of funds. Perkins IV is the funding source.
Fund Use: Funds must be used in accordance with Perkins IV and the Massachusetts Perkins IV Manual. Funds may be requested for staff who would coordinate statewide activities. Funds shall supplement, and shall not supplant, non-federal funds. Funds shall not be requested or used for:
  1. lodging, feeding, conveying, or furnishing transportation to conventions;
  2. purchase of supplies, jackets, and other effects for students' personal ownership;
  3. cost of non-instructional activities such as athletic, social, or recreational events;
  4. printing and disseminating non-instructional newsletters;
  5. purchase of awards for recognition of students, advisors, and other individuals;
  6. payment of student membership dues;
  7. anything that would supplant non-federal funds; and
  8. mini grants.

Due Date: Arolling submission periodhas been established for submission of the Standard Contract Form and Application for Program Grants. In order to be reasonably assured that funds will be available early in the college/school year, the Standard Contract Form and Application for Program Grants should be submitted by Friday, October 21, 2011.

Standard Contract Forms and Applications for Program Grants submitted or approved after September 1, 2011 can legally claim expenses to the grant only from the date of final Department approval.
Submission Instructions: Submit three (3) sets of the Required Forms. Part I must bear an original signature of the Superintendent of the district that will serve as the lead agency.
