Adult Basic Education Distance Learning - Instructional Hub
Fund Code: 669-A

Purpose: The purpose of this federally funded competitive Adult Basic Education Distance Learning (DL) - Instructional Hub grant program is to:
  1. Increase access to educational services by enrolling adult learners from participating adult education programs who are not currently enrolled in Adult Basic Education (ABE) or English for Speakers of Other Languages (ESOL) classes at the learning center in the online instructional services at the Instructional Hub;
  2. Increase intensity for students currently enrolled at Community Adult Learning Center classes by providing online instructional services through an Instructional Hub (ABE and/or ESOL) (dual enrollment as defined in the guidelines below - see link in the additional information section);
  3. Increase adult learners' technology skills by providing opportunities to study online; and
  4. Build capacity among the network of funded providers to deliver distance learning across the Commonwealth.
Priorities: Priorities are to support programs and/or collaborations that:
  1. Institutionalize an Instructional Hub structure as defined in the Guidelines for Effective Distance Learning in Adult Basic Education Programs (2010 revision, p.7-8) that supports student retention and progress;
  2. Integrate communication strategies with participating Adult Community Learning Centers that support a model that blends online with face-to-face instruction;
  3. Implement a program design that supports cost effective delivery of Distance Learning instruction to students from multiple participating Adult Community Learning Centers; and
  4. Incorporate strategies supported by the Distance Learning research report and handbooks developed by the UMass Boston Center for Social Policy as well as other research related to online learning into their program design.
Eligibility: Eligible applicants are currently funded recipients that have demonstrated satisfactory performance.

Fund Use: Funds must be used for ABE services that are designed in accordance with the Guidelines for Effective Distance Learning in Adult Basic Education Programs (2010 revision). Program design must be informed by the Distance Learning research report and handbooks developed by the University of Massachusetts Boston's Center for Social Policy, June 2009. (See Additional Information section.)
Match: A minimum of 20 percent fully auditable matching contribution is required. The availability of existing computer hardware, telecommunications networks, video technology, and elements of a successful distance learning program through a matching contribution is preferred; however, these costs are also allowable as expenses to be charged to the grant. Applicants must itemize their matching contribution on the Schedule B and include a match narrative.
