Grants and Other Financial Assistance Programs: FY2013

Encourage Regional, Collaborative and Cooperative Services
Fund Code: 115

Purpose: The purpose of this state competitive grant program is to provide one time funding to: support improved service delivery through innovative and cost effective approaches; create operational efficiencies that might be shared with other districts; and encourage regional and collaborative planning or other cooperative services.
Priorities: Priority will be given to: 1) proposals supporting the formation or expansion of a regional school district; 2) pilot projects demonstrating the innovative use of collaboratives in helping districts meet their administrative and instructional needs more efficiently, including but not limited to teacher recruitment, instructional technology, cafeteria and building operations, and alternative education programs. Applicants must describe: 1) how the results of the proposal might be shared with other districts or collaboratives to improve services; 2) how the results of the proposal will be sustained in future operations; and 3) measurable results.

Applicants for this grant opportunity must describe how their proposed uses of grant funds will support one or more of the identified districts standards/indicators and state priorities. In particular, this grant program may support implementation of the following standards: Leadership and Governance (district and school improvement planning), Curriculum and Instruction (aligned, consistently delivered, and continuously improving curriculum), Assessment (data-based decision making) and Financial and Asset Management (cost-effective resource management)
Eligibility: Local and Regional School Districts and Educational Collaboratives may apply.
Funding: $1,000,000 is available. If multiple districts/collaboratives/municipalities are involved, the application must designate a lead district or collaborative that will manage the grant funds. Identify all districts/collaboratives/municipalities involved in this planning effort. Grants may be limited based on the number of applicants.
Fund Use: Districts or collaboratives may use these funds to support regionalization or collaborative initiatives or other cooperative plans involving governance and leadership, coordination or improvement of curriculum, educational services or financial, business, or administrative operations. Funds cannot be used to support school construction or renovation, capital feasibility studies, or for architectural services. Districts or collaboratives that receive these awards will be required to submit a final report to ESE documenting the outcomes of the grant and describing how these funds were used to improve district or collaborative operations, programs, or services. Final reports should include sufficient documentation such that another local government entity could use the report as a guide to replicating the initiative.
Project Duration: Upon Approval- June 30, 2013. Projects must be completed before or by June 30, 2013.

Proposals must be received at the Department by 5:00 p.m. on the date due. If sufficient viable applications are not received, the application deadline may be extended.

Submission Instructions: Submit two (2) sets, each with an original signature of the Superintendent or Educational Collaborative Director. If multiple districts are involved, include the signature of the Superintendent of all involved districts. If the plan is to support municipal and district improvements, include the signature of the Mayor or Chairperson of the Board of Selectmen.
