Grants and Other Financial Assistance Programs: FY2013

McKinney-Vento Homeless Education Grant
Fund Code: 310-A

Purpose: The purpose of these federal funds is to provide continuation funding - contingent upon districts maintaining eligibility - for the second year of the McKinney-Vento Homeless Education three year grant programs that ensure homeless students enroll in school, attend school, and have the opportunity to succeed in school.
Priorities: McKinney-Vento Homeless Assistance Act funds support the education of homeless students by addressing any or all of the following priorities:
  1. programming designed to raise awareness throughout the district and community;
  2. tutoring, supplemental instruction, and other educational services that help homeless students close achievement gaps;
  3. before- and after-school programs, mentoring, summer programs for homeless children and youth, and services/assistance to attract, engage, and retain homeless students in these programs;
  4. collaborating with external agencies to provide homeless students and families with medical, dental, mental health, and other community and state services;
  5. providing violence prevention counseling, referrals to counseling, and/or address the needs of homeless students who are domestic violence survivors;
  6. providing supplies to non-school facilities and adapting these facilities to enable them to provide services; and
  7. providing extraordinary or emergency services to eligible students as necessary to enroll and retain them in school.
Eligibility: All districts that were awarded a competitive McKinney-Vento Homeless Education Grant in FY2012 are eligible to apply for FY2013 continuation funding contingent upon:
  1. having achieved adequate/successful performance outcomes for FY12, and.
  2. continuing to maintain data eligibility as reported on the McKinney-Vento Homeless Education Data via the Department's Security Portal - a minimum number of seventy (70) homeless students or a homeless student rate of 2.75 percent or more.
The following school districts have been determined to have enrolled a significant population of homeless students -and therefore form a priority pool of applicants:

Barnstable; Boston; Brockton; Cambridge; Chicopee; Fall River; Fitchburg; Framingham; Holyoke; Lowell; Lynn; Malden; Monson; New Bedford; North Adams, Orange; Quincy; Salem; Springfield; Triton Regional; Waltham; Weymouth; and Worcester.

Applicant school districts must include collaboration with community-based organizations through a local Homeless Education Program Services Coordination Committee.
Funding: Subject to budget appropriation, meeting grants requirements, and submission of required documents, Fund Code: 310-A grants will be awarded for year two of a three-year funding cycle.

Approximately $740,000 is available for year two funding.

School districts should submit applications based on the following funding levels:
$60,000: Worcester
$50,000: Boston, Springfield
$40,000: Holyoke, New Bedford, Lynn
$35,000: Chicopee, Fall River, Lowell, Malden, Quincy
$30,000: Brockton, Cambridge, Fitchburg, Framingham, Triton Regional
$20,000: Barnstable, Marshfield, Monson, Orange, Waltham, Weymouth
$15,000: North Adams

The Department reserves the right to alter the award to each funded school district.
Fund Use: Programs can either expand or improve services provided through a school's general academic program but cannot replace that program. To the extent practicable, activities and services are to integrate homeless and non-homeless students.

Districts may provide services through programs on school grounds, at other facilities, or may use funds to enter into contracts with other agencies to provide services for homeless children and youth. McKinney-Vento funds may provide the same services to housed students to ensure that program activities integrate homeless and non-homeless students.

Grant funds may not be used to pay for the district's Homeless Education Liaison, a position required in all school districts, or to pay for clerical staff support.

Priorities 4, 5, 6, and 7 each should not exceed 10% of the grant.

Transportation costs may not exceed 10% of the grant and may not be used for transportation costs that are required by the McKinney-Vento Homeless Assistance Act.

Additional Information: Successful grantees will:
  1. convene a local Homeless Education Program Services Coordination Committee designed to assess the needs and assist in the provision of services to the homeless student population in the district;
  2. provide a mid-year progress report and an annual evaluation; and
  3. attend network meetings twice a year.
