Transition to Full-Day Kindergarten
Fund Code: 702

Purpose: The purpose of the state-funded Transition to Full-Day Kindergarten grant is to encourage the voluntary expansion of high-quality, full-day kindergarten classrooms across Massachusetts. The grant is intended to assist districts with the preparation needed during fiscal year 2012-2013 (FY2013), so that they will be able to implement full-day kindergarten at the start of the 2013-2014 school year (FY2014).

Grantees will be eligible for funding to support the implementation of these classrooms through an FY2014 Quality Full-Day Kindergarten grant (Fund Code: 701). The FY2014 grant will be contingent upon the grantee meeting all FY2013 Fund Code: 702 grant requirements and submitting an approvable FY2014 701 Grant application in the Spring/Summer 2013. Awards will be also contingent on FY2014 state appropriation.

The larger purpose of the state-funded Kindergarten Development Grant program is to enhance the educational experience of children by ensuring access to high quality full-day kindergarten programs to assist in preventing and closing proficiency gaps through integrating curriculum across the content areas; pursuing accreditation through the National Association for the Education of Young Children (NAEYC); increasing inclusion; promoting continuity of curriculum from preschool to third grade; and developing other program components.

Full-day kindergarten is defined as a minimum of five instructional hours, for five days/week, for 180-days/school year.
Priorities: Competitive priority (preference over an application of comparable merit that does not meet the criteria) will be given to districts with the greatest need as defined by:
  • higher percentages of low-income students;
  • higher percentages of students who are English language learners; and
  • lower Composite Performance Index (CPI) data for the 3rd grade MCAS assessments in English Language Arts and Mathematics.
Competitive priority may also be given to:
  • districts that are not currently recipients of the FY2013 Quality Full-Day Kindergarten Grant (FC: 701) and meet the priorities listed above; and
  • districts that can demonstrate the need for full-day kindergarten based on other criteria of need (e.g., an individual school meeting the criteria above, the needs of a particular population, needs based on rural or isolated locations, etc.).
Note: Some consideration may also be given to geographic distribution among grantees, in order to reach students and families in need of these services across the Commonwealth.

  • Along with all other required forms (see Required Forms section below), eligible districts must submit a Letter of Assurance as outlined in Part III - Section G.1 indicating their willingness to adhere to Department of Elementary and Secondary Education (Department) policies relating to the Quality Full-Day Kindergarten Grant (Fund Code: 701), including NAEYC Accreditation, tuition policy and sliding fee scale, lottery systems, and public school preschool space.
  • As noted in Part III - Section G. 2, eligible school districts, pending award of the grant, must submit a letter from its school committee chair indicating a programmatic and budget commitment to opening the part-day kindergarten sessions as full-day kindergarten classrooms in FY2014.
  • Districts seeking to transition FY2013 part-time kindergarten classes to full-day kindergarten classrooms that will open at the start of the 2013-2014 school year (FY2014) are eligible to apply for this competitive grant.
  • Districts that are recipients of a FY2013 Quality Full-Day Kindergarten grant (Fund Code 701) and want to transition additional existing part-time kindergarten sessions to full-day programs are among those eligible to apply (as are districts that are not recipients of that grant).
Funding: A total of approximately $320,000 is available for this competitive grant. Funds will be awarded to eligible districts based on the following amount per classroom: up to $10,000 for each part-time kindergarten session to be transitioned to a full-day kindergarten classroom. Grant awards may be adjusted to a lower amount per classroom. Funding will allow the Department to support approximately 32 part-day sessions to transition to full-day kindergarten classrooms.
Fund Use: Funds may be used for activities related to meeting the required grant goals. Refer to Appendix A: Additional Program Information in the Additional Information section for details on required and optional grant activities.

Funds may not be used for classes that operate as full-day kindergarten classrooms in the FY2013 school year (2012-2013).

Funds may not be used for screening instruments or personnel to identify special education needs or for other costs associated with specific children's Individualized Education Programs (IEPs).
Project Duration: Upon Approval - 06/30/2013

Programs that successfully complete the FY2013 Fund Code: 702 grant requirements will be eligible to receive a FY2014 Fund Code: 701 implementation grant contingent upon state funding. See Purpose section above for more details.

The full proposal (all other required forms) is due Friday, December 14, 2012. Proposals must be received at the Department by 5:00 p.m. on the dates due.

These letters are required to be emailed to by Tuesday, December 4, 2012.

    A Letter of Assurance from the Superintendent outlining the elements listed in Part III Section G.1 will be due with this application on Friday, December 14, 2012.
  5. A second Letter of Assurance from the School Committee outlining the elements as listed in Part III Section G.2 will be due in the spring 2013. Funded districts will be notified of the due date for this letter.

*Note: The Budget and Budget Narrative Workbook is a Microsoft Excel file which includes macros that enable the workbook to compute totals and summary tables.
