The Office of English Language Acquisition and Academic Achievement of the Massachusetts Department of Elementary and Secondary Education (ESE) makes available an application for supplementary Title III grants for the following specific purpose:
To create supplemental summer programs and activities in districts with a currently approved Title III grant in order to:
- Increase the English proficiency of English language learners by providing high-quality language instruction educational programs that are grounded in scientifically-based research demonstrating the effectiveness of the programs increasing English proficiency and student academic achievement in the core academic subjects; and/or
- Provide high quality professional development, including professional development on the World-Class Instructional Design and Assessment (WIDA) English language development (ELD) standards to classroom teachers (including teachers in classroom settings that are not the settings of language instruction educational programs), principals, administrators, and other school personnel; and/or
- Provide family literacy services, and outreach and training activities to English language learners and their families to improve English language skills and to assist parents and guardians in helping their children to improve their academic achievement while becoming active participants in the education of their children. (See Title III, Sections 3115 (c)(1) and (2), and Section 3116 (d)(6).
Eligible districts and the amount of funds available follow at the end of this memo. Note that if any district on the list does not apply for the funds, any remaining funds will be distributed evenly among remaining districts on the list. Funds from an approved grant must be used between July 1, 2013 and September 30, 2013, and all funds must be expended prior to September 30, 2013. The necessary Fund Code 184 grant materials are on the Department website. Districts must submit a proposed budget workbook as well as a short narrative describing the intended use of the funds no later than July 12, 2013, via the district's Title III Dropbox in the security portal. The budget workbook should be labeled FY14_Budget_184_[LEA Code].xls and the narrative should be labeled FY14_Narrative 184_[LEA Code] and both documents must be uploaded to the district's Title III folder in the security portal. To the extent districts do not apply for their FY14 summer grant allocation by July 12, 2013, those funds will be re-distributed among the districts that do apply by the July 12, 2013 deadline.
Program proposals must follow all Title III requirements and hard copies of these proposals, including the budget workbook (signed by appropriate district staff, such as the superintendent) and program narrative, must be received by Melanie Manares or Beth O'Connell in the Office of English Language Acquisition and Academic Achievement at ESE by 5:00 p.m. on Friday July 12, 2013. For assistance with this application, please contact Melanie Manares (firstname.lastname@example.org) or 781-338-3573, or Beth O'Connell, (email@example.com ) or 781-338-3571.
The following districts are eligible to apply for the respective funding amounts. Allocations were determined using the same formula as for the regular approved FY13 grants, Title III Section 3114(c) and grant policy of not awarding grants less than $500.
