Race to the Top: Pre-AP Levels 2, 3 and 4: Additional Teacher Training Summer 2013 (FY14)

Purpose: The purpose of this RFP is to provide additional training seats to Levels 2, 3, and 4 RTTT districts that have self-identified as participating in Project 4D: Pre-AP Teacher Training Program. By applying for this RFP, LEAs are committing to use these funds to enroll additional teachers in pre-AP training provided by the vendor designated for this project, Mass Insight Education (MMSI) in the summer of 2013 (FY14). These funds must be used to fund additional teachers in pre-AP professional development in the summer of 2013, and will allow districts to pay for pre-AP teacher training seats and to pay for reasonable costs associated with the training such as stipends for trainings and/or travel.
Priorities: The intent of the pre-AP Teacher Training Program (Achieving College Readiness) is to provide training and technical assistance for middle and high school teacher teams to improve teaching strategies and to increase content rigor in English/language arts, mathematics, and science & technologye so to:
  • Ensure more equitable access to AP and other high level coursework for low-income and minority students and an increase in the proportion of high school graduates prepared to enroll and succeed in credit-bearing coursework in college.
  • Increase the proportion of low-income and minority students prepared to participate in and succeed in mathematics, science, and English AP courses or other rigorous programs such as International Baccalaureate (IB), early college, and dual enrollment coursework.
Eligibility: To qualify for these funds a district must meet the following criteria:
  1. Be identified by the Massachusetts Department of Elementary and Secondary Education (ESE) as a Level 2, 3, or 4 district in any year between FY11 and FY13;
  2. Have self-identified as a RTTT 4D district on the 4D budget page of the RTTT budget;
  3. Have already enrolled some teachers for the upcoming MMSI Achieving College Readiness training in summer 2013;
  4. Did not receive a Fund Code 328 Level 3 & 4 4D reimbursement grant in Spring 2013; and
  5. Show clear need that the number of teachers registered cannot be supported with the funds set aside in the district's 4D budget in either FY13 and/or FY14.

Awarding of requested funds will be determined by reconciling the submitted Fund Use Summer 2013 worksheet with each district's current FY13 & FY14 4D budget page, which is part of the Fund Code 201 workbook on record with the ESE, previous years' pre-AP teacher training attendance records and current enrollment records supplied by MMSI.
Funding: Race to the Top: Pre-AP Levels 2, 3, and 4 Additional Teacher Training Summer 2013 (FY14) Program will be funded from Massachusetts's Race to the Top (RTTT) award. Approximately $135,000 is available. The maximum available for this reimbursement period is $25,000 per district.
Fund Use: These funds will be able to be used through the end of September, 2013 and will support the cost of the summer 2013 training ($1000 per teacher) and up to $600 per teacher stipend to attend the training.
